Liquidation Officer & Loan Officer

Small Business Administration (SBA)
Cleveland, Ohio
01.1994 - 01.2004

Employed at the Small Business Administration (SBA) – Cleveland, Ohio as both a Liquidation Officer and Loan Officer. As a Liquidation Officer, I prepared justifications to transfer defaulted SBA loans into “liquidation” status (i.e. non-payment, bankruptcy, property abandoned, 3rd party litigation/foreclosure by prior lien holder, business closed). I conducted comprehensive evaluations of a person/firm’s financial situation for SBA in order to determine the appropriateness of the offer. This consisted of reviewing credit reports, asset research reports and the last two years’ tax returns. This analysis also included the current valuation/appraisal of assets to determine the forced sale value of each major item together with the amount of prior liens, outstanding taxes, estimated costs of enforced collection, with the net estimated recovery from all assets.

I developed a general recovery plan describing the proposed liquidation process and the estimated time to include actions to be taken to dispose of all collateral and maximizing recovery. If it appeared the liquidation value of all collateral would be insufficient to fully repay the loan, I worked with designated lending institution to determine what other options would be considered feasible as compared with the estimated cost of pursuing litigation against guarantors and foreclosing a personal residence.

As a Loan Officer, I was responsible for analyzing and recommending actions on complex loan applications throughout northeastern Ohio. This included analyzing loan applications, financial documents, reviewing applicant’s credit and assets and preparing a comprehensive loan officer’s report summarizing the loan request. I would then establish the terms and conditions of the loans and analyze/processed requests for changes in loan amounts, terms and conditions.
