For the past eight and a half years, I have worked for Collier County as a field inspector performing inspections in the engineering department as well as filling the role as Project Manager. I have done site inspections, excavation inspections, right of way inspections, blasting inspections, as well as utilities inspections. I have also trained new hires, and filled in as acting supervisor when needed. Prior to my experience as an inspector, I assisted in sight overseeing with southwest development and helped perform construction site repairs. I am also an ASE certified Automotive Technician with expertise in general maintenance and repair of vehicles including: engine performance, heating/cooling, and electrical systems.
• Provides direction, guidance, and assistance to contractors and work crews on routine projects; coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with contractors and work crews, assists with complex/problem situations, and provides technical expertise.
• Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies, and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure the safety of employees and other individuals; interprets construction plans and specifications; research code books as needed; initiates any actions necessary to correct deviations or violations.
• Consults with Division management or other officials to review the status of routine division projects, review/resolve problems, receive advice/direction, and provide recommendations.
• Review construction plans, designs, and specifications pertaining to routine projects; develop designs, drawings, or maps associated with proposed or approved projects; make recommendations concerning improvements, modifications, design strategies, structural systems, or other aspects of project development.
• Prepares and administers project budgets; submits justifications for budget requests; monitors expenditures to ensure compliance with approved budget.
Prepares project schedules, and monitors progress of the project in meeting established schedule.
• Coordinate acquisition and/or maintenance of required permitting; research federal, state, and local code requirements; coordinate efforts between multiple Divisions, co-applicants, and consultants to prepare application documents; develop programs and reports as required by permit.
• Oversees, administers, and coordinates work performed by consultants, contractors, or other service providers; administers annual maintenance contracts; monitors work to ensure compliance with terms of the contract; reviews invoices and payment requests submitted by consultants/contractors.
• Performs technical work in supporting business applications including planning, design, analysis, implementation, integration, and management of technical systems for a Department/Division.

• Manages projects during design and construction phases; attends regular project progress meetings; prepares, reviews, and processes change orders for changes to contracted scope of work; processes purchase order requisitions, work orders, and invoices; reviews project progress reports submitted by contractors; monitors adherence to project schedules.

• Coordinates projects and work activities with other Divisions, consultants, contractors, sub-contractors, utility companies, state agencies, outside agencies, or others as needed; coordinates with utility engineering staff to identify the location of existing utilities and conduct other utility work.
• Coordinates public education activities relating to Division projects, services, and activities; coordinates neighborhood programs involving the participation of residents, such as resident traffic teams; speaks to property owners and community organizations and provides information regarding projects and activities; develops press releases and public information materials for distribution.
• Prepares/submits requests for review/changes to ordinances or resolutions.
• Interprets, explains, and ensures engineering compliance on routine projects with applicable codes, ordinances, resolutions, regulations, standards, specifications, policies, and procedures, as well as approved construction plans; research codes, engineering standards, technical manuals, or other resources as needed; initiates any actions necessary to correct deviations or violations.
• Reviews site development plans, construction/engineering plans, permit applications, and specifications to ensure compliance with applicable codes, ordinances, and engineering standards; reviews engineering studies, engineering reports, and cost estimates; reviews changes to construction plans; and provides recommendations and comments on development plans.

• Conducts engineering work relating to transportation engineering; prepares designs for roadway, drainage, and utility projects; reviews construction plans involving the connection of water, sewer, fire, and irrigation systems into County public utility lines; evaluates and recommends alternatives or solutions to problems involving intersections, drainage problems, and public safety issues; and conducts traffic studies.
• Conducts engineering work on routine projects relating to engineering plan review; coordinates subdivision plan approvals, plat recording, and acceptance of subdivision improvements; reviews plans and specifications for development applications; reviews lot line adjustments and writes approval letters; reviews construction plans involving connection of water, sewer, fire, and irrigation systems into County public utility lines; reviews details of construction plans with appropriate utility agency; conducts field inspections for development applications; approves or disapproves plans/permits as appropriate; conducts additional reviews to ensure compliance as needed; and prepares amendments to land development code.
• Conducts engineering work on routine projects relating to community development; processes and approves right-of-way permits; designs right-of-way drainage and driveways; and sketches right-of-way improvement geometry.
• Conducts research of Division files, legal records, database records, electronic data sources, Internet sites, hardcopy materials, or other sources as needed.
• Creates and maintains computer databases of Division data; maintains spreadsheets of statistical data; and enters operational data, field data, measurements, specifications, and other data into the computer.
• Prepares technical engineering reports, studies, bid specifications, or other documents; provides reports or data to Division management, consultants, outside agencies, or others as appropriate.
• Coordinates work activities with those of other Divisions/Departments, contractors, consultants, outside agencies, or others as needed.

• Maintains and updates trip banking on road links inventory for accurate road link capacity for an accurate determination of the transportation concurrency (adequacy of roadway capacity) and trip banking (reservation of road capacity) and impacts on road network facilities in terms of road capacity and safety of the public.
• Performs field inspections of site development, subdivision development, utility development, residential/commercial construction, stormwater management systems, beach renourishment, inlet dredging, and other construction/repair projects conducted by private contractors or County construction crews to ensure project compliance with applicable codes, standards, and approved construction plans/specifications.
• Interprets, explains, and ensures compliance with applicable state, county, and local codes, ordinances, regulations, standards, specifications, policies, and procedures, as well as approved construction plans/specifications; initiates any actions necessary to correct deviations or violations; research code books, construction standards, technical manuals, or other resources as needed.
• Provides information and technical assistance concerning development plans, construction requirements, non-compliance issues, and related issues; meets with and discusses problem areas with contractors, developers, engineers, architects, and property owners; recommends solutions to problems; responds to questions, concerns, or complaints.
• Coordinates inspection activities with other County divisions, consulting engineers, contractors, property owners, utility representatives, outside agencies, or other individuals; schedules inspections and meetings; schedules and/or attends pre-construction meetings and preliminary walk-throughs.
• Reviews development plans, construction plans, specifications, right-of-way permits, and related documentation for compliance with applicable engineering codes, ordinances, and regulations; reviews as-built drawings, mylars, density reports of sub-grade and lime rock, and roadway core reports for asphalt and lime rock depths; reviews boring sample reports; inspects beach renourishment and coastal dredging projects for conformity to plans and specifications along with conformance to regulatory permit conditions; initiates and monitors corrective action for non-conformance items; checks submittals for lake excavations; reviews lake excavation files for littoral bonds and bond amounts to be returned after lake acceptance; verifies calculations submitted by engineers in design of projects, including pipe size, flow rates, low/high water tables, slopes, grades, speed limits, turn lane lengths/widths, driveways, and other data.
• Performs plan checks at project sites to ensure compliance with approved plans; compares as-built drawings with field conditions during preliminary walk-through inspections; takes photographs to document field conditions.
• Conducts field inspections of construction projects; inspects large complex drainage systems involving site developments to ensure proper drainage; conducts field inspections during construction of water lines, sewers and drainage pipes; inspects drainage structures for dirt, wood, nails, and lifting rings; reviews traffic control signage; inspects street lighting with approved lighting plan for amount, placement and type; inspects projects for water management and underground utilities; inspects utilities on site; inspects all structures on projects; inspects signage, striping, sidewalks, and handicap ramps; inspects roadway sub-grades and densities; sets up laser to inspect elevations and confirm grade to plans; uses seismograph to monitor blasting for adherence to safety guidelines and codes; inspects landscape buffers with approved landscape plans for type, amount, and spacing; inspects common areas and easements for exotic vegetation; conducts exotic vegetation removal inspections; inspects lakes for appearance and littoral plantings; reviews lake excavation cross-sections for proper depth and slopes; inspects and maintains waterway markers; inspects beaches daily; inspects final course of asphalt; inspects right-of-way conditions; inspects projects for appropriate Maintenance of Traffic (MOT) operations through construction work zones.
• Inspects projects for preliminary acceptance and final acceptance; conducts final walk-through inspections.
• Completes inspections of construction work, methods, and materials and compares actual work to approved/planned work; determines whether projects comply with applicable codes, specifications, and approved construction plans; identifies potential or existing performance deficiencies or structural deficiencies in new/existing civil engineering infrastructures; ensures that development improvements are in agreement with design plans; ensures that any damage to public property is corrected; ensures that owners of the property or neighboring property are not adversely impacted by constructed improvements.
• Records failed inspections and submits notices to contractors/owners and supervisor, posts failed inspection notices at job sites.
• Works with contractors, developers, consulting engineers, architects, and property owners to resolve conflicts, resolve problems, and achieve compliance with all requirements.
• Review escrow draw amounts for contractor payments.
• Maintains logs, inspection reports, and other records of inspection activities; enters inspection data into the computer; logs and closes right-of-way permit records in the computer.
