Rhode Island Energy – LNG Portable Units, Vaporizers, and Terminal Upgrade Project

• Overseeing the construction and upgrade of LNG terminal infrastructure, including installation and manufacturing of portable LNG units, vaporizers, and associated mechanical systems.
• Lead inspector responsible for managing civil, structural, and mechanical scopes, ensuring that all work meets project specifications and regulatory requirements.
• Perform certified welding inspections in accordance with ASME Section IX, AWS D1.1, and API 1104 codes, verifying welding procedures, welder qualifications, and weld quality throughout all phases of construction.
• Coordinate and manage all Non-Destructive Testing (NDT) activities including VT, MT, PT, and UT, ensuring timely scheduling, execution, and reporting.
• Maintain comprehensive weld mapping and traceability, track repair rates, and oversee documentation for project turnover and closeout packages.
• Interface daily with general contractors, engineering teams, and project management to address quality issues, resolve field conflicts, and maintain schedule alignment.
• Support system commissioning activities, collaborating with operations and regulatory inspectors to ensure compliance during pre-startup safety reviews and mechanical completion milestones.
• Champion site safety culture and adherence to Rhode Island Energy’s QA/QC protocols, contributing to a zero-incident work environment.

• Overseen the construction of Bolles Compressor Station & Station 515 upgrade projects including installation, maintenance, and repair of Compressor/pipeline systems and related facilities. Scope included the installation of four CAT 3616 natural gas compressors, two Solar Titan 250 turbine units, and dual-lay 24” and 16” pipelines, along with associated facility infrastructure.
• Performed detailed inspections on mechanical products, parts, and compressor assemblies to assess their conformance with specifications, drawings, and quality standards.
• Coordinated various tests and NDE methods like ultrasonic testing, radiographic testing, magnetic particle testing, and dye penetrant testing to detect defects or flaws in equipment and materials.
• Examined William's engineering drawings, technical documents, and specifications to verify that manufacturing processes are correctly followed and that products are being produced to the required William's standards.
• Assisted Williams Operations with turn over and commissioning.
• Monitored and enforced adherence to quality control protocols and procedures during various stages of production, highlighting any deviations and assisting in corrective actions.

• Quality Assurance / Quality Control (QA/QC) Manager for PG&E Gas Operations is responsible for developing and implementing quality control plans, policies, and procedures for all pipeline operations, including inspections, maintenance, safety, and regulatory compliance.
• Collaborate with construction management and engineering teams to develop and execute quality control initiatives for new and existing pipeline operations.
• Oversee quality control activities in pipeline operations including testing, inspections, auditing, and reporting.
• Conduct inspections and audits of pipeline operations and related facilities, including welds, valves, flanges, meters, and other components, to ensure compliance with safety and regulatory standards.

• Projects consisted of Pipelines and related facilities (Ranging from 2" to 36"), Central Tank Batteries, Flow lines, Gas Lifts, Compressor stations, Temporary Separators, Natural Gas Combustors, Flares, storage tanks, and Retrofit Projects.
• Managed all aspects of construction projects, including budgeting, scheduling, permitting, contracting, and regulatory compliance.
• Collaborated with Engineering to determine project intent, specifications, budgets, bill of materials and labor requirements.

• Supported Chief Inspector with daily operational functions including direct supervision of 16 inspectors and general contractors.
• Created job completion schedules and final punch lists for all phases within spreads 1-3.
• Wrote welding policies and specifications for jobs.
• Reviewed specifications in order to assess contractor compliance with design.

• Assisted Sr Weld inspector with Weld defects / Repairs / Repair logs / Welder Roster / Repair welding.
