- Organized seminars for the entire Judicial Branch and Albanian Police force, building alliances with resources within Europe and the USA, which provided instruction leading towards the establishment of rule of law.
- Established a working relationship between the US Congressional Task force on the Development of Parliamentary Institutions in Eastern Europe and the Albanian Parliament, securing a grant for over six million dollars in training and equipment.
- Designed and personally taught leader development seminars and management training for the Supreme Court of Albania and executive branch of the government.
