  • Serves as Air War College (and etc) single point of contact for day to day budget/financial issues supporting $21M budget. As well as supports IOS and SOS portfolio ranging around $2M. Knowledge of missions, goals, objectives, functions and sources of funding.
  • Expert knowledge of the policies, principles, procedures, concepts, guidance and techniques of financial data within DoD, Air Force, Air University, and AWC.
  • Knowledge of the Federal Acquisition Regulation and supply laws and able to sufficiently provide an interpretation of the policy clearly to my peers.
  • Oversees and mentors the Financial Management Advisors of schools within AWC on how to complete different tasks [run reports, complete Spend Plan/Ex Plan, process payments, process various funding docs, corporate card/GTC/DTS assistance,OARS/UOA requests, problem solving skills, etc.].
  • Conducts formal and informal training as the subject matter expert.
  • Performs a variation of technical/analytical duties from higher echelons.

  • Weekly briefs to the Brigadier General discussing all aspects of program planning, budget analysis and cost analysis for AWC, Fellows and Centers. Provide weekly status of funds updates to leadership to keep them in the loop of budget progression.
  • Use computer systems in generating financial reports through DEAMS, FM Suites, WAWF, CITIBANK, ADVANA [DAR-Q], DTS, EDM, etc.
  • Conduct ODL/Tri-Annual Reviews to relieve funds from prior and current year. As well as, process JV's /1081's to relieve funds of current year budget.
  • Establishes and exercises control over ExPlan/Spend Plan to make sure accurate amount of funds are forecasted/requested to support program needs for the fiscal year with supporting justifications.
  • Participates on financial working group and financial management boards, making recommendations on funded and unfunded (UFR's) priorities, prepare justifications and defend requirement.
  • Research, review, gather and consolidate budgetary data from source documents, budgetary systems, accounting records, and reports for use in preparing budget estimates and annual financial plans.
  • Monitor, track, audit and review obligations, expenditures, reimbursements to make sure program is in compliance.
  • Prepare and conduct reprogramming/realigning and adjustments of funding to cover shortfalls, unanticipated expenses, unexpected emergencies, identifying and referring to higher level officials.
