I absorbed a comprehensive knowledge of highway construction design applications while employed in the Alice Area Office as a project manager/team member. I gained knowledge of policies and procedures primarily from the TxDOT Standard Specifications for Construction and Maintenance of Highways, Streets, and Bridges manual. I prepared Plans, Specifications and Estimates (PS&E) for 9 projects totaling approximately $18 million. These projects included construction design applications for the following types of projects: roadway rehabilitation, preventative maintenance, drainage improvements, overlays, right-turn lane installation, and cable barrier installation. These plans required the design schematics including horizontal and vertical alignments, signs and sign layouts, structures, traffic control, as well as earthwork quantities, striping layouts, drainage sheets, culvert layouts, retaining wall layouts, etc. I also developed the construction sequence of work considering the various items involved in the completion of the project. In doing this, it was crucial to analyze the work items that must be completed prior to the next item of work commencing to avoid possible delays that could affect project completion. I calculated plan quantities and selected various bid items so that all the anticipated work could be completed efficiently in accordance with the contract bid items without the necessity of a change order to complete the proposed work. I also acquired a thorough knowledge of pavement design processes and procedures while designing various plans. I drafted and detailed typical sections which were used to calculate various roadway quantities in compliance with TxDOT design standards, manuals, and procedures along with development of SW3P sheets. Design and plan preparation has always been completed in a timely manner to meet the project schedule and established milestones. In planning and developing our coverage area 4-YR PMP I had to work closely with the Area Office Maintenance Supervisors to update the area office plan accordingly. I also created and updated maintenance critical path schedules in preparation for seal coat season for the supervisors to use for planning their weekly work activities. Additionally, I created spreadsheets for additional work requests for existing striping and guardrail contracts to assist in budgeting. I also coordinate with Area Office Maintenance Supervisors for crack seal candidate submittals; seal coat roadway submittals, and striping candidates, etc. I also assisted the area maintenance sections with engineering support in matters involving drainage issues/complaints, property owner complaints, routine maintenance contracts, signage and striping issues, etc. As the Access Permit Coordinator, I reviewed and processed access permits for both residential and commercial driveways in a professional and courteous manner. Permits were processed within a reasonable amount of time depending on their complexity, but no later than three days after all required information was submitted by the customer. Should there be any unusual circumstances, I communicated with the Area Engineer for feedback and provided him with weekly updates on pending access permits. I was responsible for all Routine Maintenance and Bridge Preventative Maintenance Contracts in Live Oak, Jim Wells, and Kleberg counties. These contracts consisted of striping, mowing, bridge/concrete structure repairs, guardrail, and our area crack seal contract, etc. As a project manager, I oversaw the work of my co-workers and assigned various tasks for them to complete to meet project deadlines. I coordinated and conducted Pre-Construction meetings as well as managed the inspection of those projects to ensure that the projects were being constructed according to the general notes, plans, specifications and details included in the contract. I calculate/verified contract time charges, work item requirements, contractor payments, reviewed schedules and processed change orders. In doing so, I worked diligently with the inspectors to validate Daily Work Reports and Diaries input into SiteManager, cleared deficiencies in SiteManager, ensured proper documentation and inspection techniques were performed, and explain to them how to test various materials. I reviewed routine maintenance work as well as construction and checked quantities so that all work items were complete and met the various standards, details, and specifications included in the contract plans. Additionally, I also ran and reviewed the monthly estimates for my assigned projects so that they reflected all work that had been completed during the estimated period as captured in the projects' Daily Work Reports. When needed, I also executed change orders to correct plan errors encountered during construction, or any additional work requested by the Engineer. This process required negotiation of prices with the contractor to establish a price within range of our Corpus Christi Average Low-Bid or Statewide prices for the work being requested. I also had to review and manage HMA QC/QA reports/data and requirements such as temperature, segregation, densities, etc. to make sure they were within compliance with the standards and specifications according to the established guidelines; therefore, I am familiar with the construction engineering policies and procedures for such items. Non-compliance items were always addressed immediately with the Construction Engineer and/or the Area Engineer. I also made every effort to communicate progress updates of work or potential problems to the Construction Engineer and/or Area Engineer on a weekly basis or sooner as the conditions warrant. I maintained an open line of communication with our external personnel and kept them informed in a professional and courteous manner. I also updated the Public Information Officer on any major construction activities that might have impacted normal traffic patterns through the work zones in an effort to keep the local communities informed. I also assisted the Karnes City Area Office on various construction and maintenance contracts executing change orders to avoid project delays. This, again, consisted of negotiating prices of additional items with the contractor and staying within range of TxDOT low-bid prices and revising plan sheets that were incorporated with the change order and executing change orders within a reasonable time frame. Additionally, prior to my departure from the area office, I completed overseeing my third construction project as a project manager for a bridge replacement project in Live Oak County, Sulphur Creek Bridge. This project, which was under my management, had a zero punch-list. This project required a lot of political/historical public involvement in the preliminary stages. This involved attending a lot of public hearings, commissioner's court meetings, city council meetings, etc. to inform the public of our findings and proposed construction process. In this projects coordination I was complimented by Live Oak County Judge and Commissioner on my work ethic, preparedness, and organization. Sulphur Creek was a great learning opportunity on public involvement and community political view. These joint communication efforts enhanced TxDOT's ties with Live Oak County and its community in helping save a historical structure of this nature and relocate to a park in which it can still exhibit its historic value.
