  • Leads a team of 85 government and contractor staff for a $30M annual budget to provide Cybersecurity Operations, Cyber Threat Intelligence and Risk Management / IA services for 100 Senators, 43 Committees staff in Washington DC and 470 state locations.
  • Built a state-of-the-art cybersecurity system. This transformative and innovative effort lowered operational, financial and cybersecurity risks to the US Senate and enabled the US Senate to be proactive, predictive and adaptive to the advanced cybersecurity threat – the program has been lauded by federal and commercial organizations as a program to be followed and emulated across for other Federal programs.
  • Developed first-ever Cybersecurity Threat Intelligence Cell leveraging state of the art process and technologies to not only outpace other federal and commercial threat intelligence organizations, but the advanced Cybersecurity threat as well. In most cases, this Cell was aware of the advanced persistent threat before other federal and leading commercial organizations.
  • Architected, co-designed and led a next generation Cybersecurity Resilience Assessment Methodology, based on NIST standards, which validated (by an independent auditor) the Senate’s defensive posture is twice as strong as other Federal government organizations.
  • Created the US Senate’s first-ever Information Assurance Branch to meet cybersecurity requirements regarding Information Assurance cybersecurity risk. This Branch included a Governance, Risk & Compliance Team to measure the level of risk being accepted on the network, an Audit Team to determine compliance to policy as well as measure the effectiveness of the Cybersecurity Department’s people, process and technology and an Awareness Team to share cybersecurity information with the user community.
  • Led a Legislative Branch (LB)-wide, nine organizations, Cyber Threat Intelligence information sharing and working group effort to develop defense strategies for the advanced cyber threat and foster improved communications.
  • Engineered the first ever, in the federal government, Cyber Threat Intelligence sharing platform to share cyber adversary indicators of compromise (IOCs) with four LB organizations at machine speed.
  • Designed a Cyber Threat Intelligence concept and garnered support to foster sharing of advanced IOCs with four Parliaments (Australia, Canada, New Zealand and the United Kingdom) at machine speed.
  • Provided technical/ policy leadership to the LB Cybersecurity Working Group to foster a collaborative environment to enhance the resiliency of the legislative process, enhance the effectiveness of cybersecurity and promoted cost effective methods to support all organizations/users on Capitol Hill.
  • Oversaw and directed the Senate-wide adoption of 'Partnership in Protection' program to develop a Cybersecurity Awareness campaign to educate Senate users on the advanced cyber threat.
  • Developed first-ever Senate Cybersecurity Apprenticeship Program to meet growing personnel requirements; selected four candidates from 160 applicants, reduced personnel budget by $400k and exceeded the HR Dept requirements.
  • Technical lead for the Senate’s first-ever Committee on Appropriations Legislative Branch Subcommittee directed Government Accountability Office technical review of the Cybersecurity Department management and fiscal spending. The program was lauded for being very mature for its age (only two years old) and compliant to all 11 strategies of Mitre’s 'Eleven Strategies of a World-Class Cybersecurity Operations Center.' Lastly, the program was commended for its integrated approach to proactive cybersecurity operations, especially for its implementation of the CTIC.
  • Strong collaborator! As the CISO, represented the US Senate to co-lead the Legislative Branch Cybersecurity Working Group with the House of Representatives Chief Information Security Officer (CISO). In this role, I facilitated and collaborated with six other Legislative Branch agencies to: develop and deploy a plan and goals in the event of a cyber-attack. Lastly and related to the aforementioned cybersecurity resiliency assessment methodology, I influenced the adoption of this Senate and House of Representatives Appropriations Committees approved methodology to be a standard, more accurate than the NIST framework, used to determine the level of cybersecurity risk being accepted by Legislative Branch agencies.
  • Built global collaborative relationships with the Australian, Canadian, New Zealand and United Kingdom Parliaments. In doing so, this facilitated a global information sharing approach to promote stronger cybersecurity defenses for similar organizations.
