Under the general direction of the Chair, the incumbent plans, organizes and directs the support operation of the Chemical Engineering Department and assists in providing lead direction to support staff. Independently handles multiple work priorities and is accountable for own work results, using considerable independent judgment, discretion and thorough knowledge of university infrastructure, programs, policies, procedures, and regulations to solve complex problems. This position provides continuity in light of a 3-year chair rotation
Department Administration:
35% Assures compliance with applicable university and program requirements, advising faculty and students on university regulations governing grading, graduation, admission practices and requirements, coordinating visiting scholar/researcher appointments, GWAR/TechnicaI Writing and other graduation requirements, admission requirements, grade changes/appeals, and independently providing solutions to complex problems in these matters. Research, analyze and interpret university, college and department policies related to budget, personnel, purchasing and grading to ensure that faculty, staff and students adhere, acting independently. Assists potential students, in gaining admission and graduation. Obtaining student waivers to university requirements, when applicable. Analyzes and addresses problems requiring the use of reasoning and interpretation and application of regulations. Incumbent serves as an ongoing resource for academic information and services required by current or potential students. Supervises and provides initial advisement contact with students, both in person and over the phone. Assists students in solving problems related to registration, curriculum issues and graduation, often serving as the intermediary with other administrative units, effecting solutions when possible or making recommendations related to the solution to academic advisors or the chair. Provides current registration, scheduling and advising information, and oversees office procedures which keep students informed about classroom changes, closes or canceled classes, faculty schedules and assignments, job opportunities and scholarship and internship opportunities. Responsible for digitization and organization of department office documents, which are uploaded regularly to a share drive. Manage the CHE email along with the student assistants and direct traffic of emails. Process department minutes, department office hours, zoom IDs, and syllabus collection and submission to appropriate faculty/ staff. Assist faculty and dept chair in student recruitment.
Budget and Financial Planning: 20% Assist the chair in financial planning and fund management, including all funds and special project accounts. Prepares analyses of current and anticipated budget problems. Oversees and recommends expenditures, assuring university policies are met and provide daily overview of department accounts to ensure compliance and operations within budget. Oversees preparation, record maintenance and processing of all fiscal transactions. Tracks department allocations and expenditures using software-generated spreadsheets, maintaining current data for chair and electronic transmission to ASM. Projects expenditures for department expenses and assists in the planning of expenditures for support, laboratory and office supplies, and other operating costs. Reconciles departmental records, reporting any discrepancies to the ASM and the appropriate office. Orders a wide variety of supplies and equipment to support an academic program which utilizes specialized computer equipment and related peripherals, acting as liaison with college and university units in central purchasing and accounting, preparing all necessary paperwork, with follow up as necessary to expedite the procurement process. Anticipates department needs for other instructional supplies and coordinates orders to avoid disruption of operation.
Staff/Academic Personnel Administration: 30% Assist in providing direction, training and guidance to new staff hires, supervises, oversees, and provide training to the student assistants/work study students who support the many tenured and part-time faculty members, assuring accuracy and currency in meeting university deadlines. Advises department chair concerning operational issues for part time faculty, teaching associate and graduate assistant appointments and coordinates these appointments, assuring appropriate salaries are set and university regulations for appointments are adhered to. Coordinates recruitment and orientation for new faculty and prepares appropriate appointment packets. Responsible for assigned time submissions, faculty load summaries and for overseeing faculty student evaluations, periodic tenured and part-time faculty evaluations, sabbaticals, special awards and retirement processes. Maintains confidential files for faculty, staff and student employees. Serves as a resource of extensive information about university and departmental personnel policies to assist the chair, faculty and staff. Assists in faculty and staff recruitment/ hiring process by assisting in creating and placing position announcements, maintaining applicant files, documenting affirmative action plans, composing appropriate correspondence and preparing confidential correspondence. Assembles information and prepares confidential paperwork for the retention, tenure and promotion of permanent faculty and the performance reviews of clerical and technical staff. Participates in the hiring process for administrative support assistant personnel
Course Scheduling and Classroom Assignment: 10% Utilizing People Soft, Ad Astra and Common Management System, performs on-line course scheduling for academic year, summer, winter and intersession course scheduling, classroom, and instructor changes and faculty appointments and assuring accuracy and currency in meeting university deadlines. Make classroom changes as appropriate and orients new faculty. Permit student into courses.
*Train the new hires in all JTCP program activities and resolve customer service issues
*Coordinate scheduling and time-keeping for other coordinators and lab assistants
*Monitor registration and refund transactions of all participants through third party payment systems
* Working with JTCP web developers to optimize the online payment and registration processes
*Work with Caltrans, CPIE, and CSULB to streamline procedures to comply with new COVID related
requirements.
* Responsible for scheduling, organizing and coordinating the program and its activities
* Provide customer service to participants, employers, instructors and all stakeholders involved in
the JTCP program
*Responsible for preparing and processing certain estimates, purchase orders and invoices
1. Provides continuity of departmental policies, procedures and practices by providing information about policies and procedures. 2. Anticipates departmental needs and makes suggestions when major policies, procedures, and practices need changing.
3. Suggests appropriate procedures that will be compatible with existing policies and procedures. B) Budget and fiscal records 1. Performs data entry of budget allocations and expenditures and maintains account balances with CMS. 2. Provides chair and college office with budget projections when required. 3. Purchases all supplies, equipment, and equipment maintenance. 4. Obtains quotes and information for items requested by staff and faculty that meet chair's approval. 5. Prepares requisitions and supporting documentation for final approval. 6. Follows up on delivery of ordered items. C) Personnel 1. Maintains all required department personnel file and records. 2. Assists chair with part-time and full-time hiring procedures and types and mails necessary documents and advertisements for faculty recruitment in accordance with Affirmative Action Requirements. D) Communication 1. Serves as primary liaison between student, faculty, and administrators and the public. 2. Communicates by telephone with sources outside the department when necessary. 3. Seeks and provides information required in solving problems with organizational units outside the department. 4. Provides students with comprehensive information that relates to the program and program requirements, university policies and procedures, the use of required forms and petitions. 5. Refers students to the appropriate department advisor for counseling. 6. Assists chair in gathering information each semester as to faculty course and time preferences and drafting preliminary class schedule. 7. Enters scheduling data into database and extrapolates the schedule to classes and other reports relative to faculty and classroom resource allocations. 8. Enters all scheduling changes and issues report updates as required. 9. Prepares and edits department's catalog copy, with direction of chair. E) Departmental record-keeping, records processing, reports and written material preparation 1. Handles the receipt and distribution of incoming and outgoing mail. 2. Assembles background materials and information necessary for the handling of specific correspondence. 3. Composes letters for the chair's signature. 4. Refers correspondence to the appropriate person for handling. 5. Replies to routine mail from job applicants and prospective and current Electrical Engineering majors and various departments within the University. 6. Supervises and performs secretarial and clerical tasks for full- and part-time faculty members, including correspondence, reports, resumes, grant applications, and evaluations, using correct format, and editing final copy. 7.Maintains records of course outlines and syllabi, this includes recommended revisions for consistency with policy. 8. Coordinates the production printing, completion and distribution of course materials as required. 9. Oversees placing textbook orders with the University Bookstore. 10. Supervises correspondence and coordination with publishing houses and following up with bookstore and publishers until all textbook and desk copy orders are received. 11. Maintains department inventory records. 12. Maintains inventories of office supplies and equipment. F) Arranges events and activities in collaboration with supervisor and faculty members. 1.
