Supervisory Contract Specialist

  • I serve as the Division Director for the Patent Data and Document Management (PDDM) Program Management Office (PMO) Support Division (2021 to the present) which oversees a dual vendor, mission critical program valued at $2B+. Duties include managing the staff, resources and data needed to conduct contract oversight.
  • As the signing CO for the dual award PDDM contracts, I negotiated $120M in savings over the predecessor sole source award that had been with the incumbent for 47 years. The dual vendor award removed a single point of failure, strengthened the agency's negotiation position, and enhanced the security requirements for protecting the nation's Intellectual Property (IP).
  • I am the co-lead for the agency-wide PDDM Team (CIO, Legal, CFO, and Patents) which is responsible for the day to day management of the PDDM contracts.
  • I collaborated with the PDDM Team to implement 10+ months of remediation initiatives that included repeated site visitations, training sessions, improvement plans, and engagement activities, when the new vendor experienced cybersecurity and production quality deficiencies.
  • I leveraged the PDDM Team's substantial documentation to prepare a detailed memo which outlined the contractor's inability to perform and recommended that the USPTO allow the contract to expire. The memo was compelling enough that both the USPTO's and DoC's senior leadership agreed with the PDDM Team's recommendation, despite significant sunk costs.
  • Immediately after the contract expired, I drafted the debriefing slides which included the sequence of events, lessons learned, and future acquisition planning improvement recommendations. Concurrently with preparing the debrief materials, I collaborated with GSA to host a Civilian Services Acquisition Workshop (CSAW) to create stronger requirements documents and to leverage governmentwide best practices for the re-competition.
  • Served as the Division Chief for the Policy, Programs and Compliance Division (Supervisory Procurement Analyst) from 2012 through 2020. In this role, I was responsible for leading new agency level policy initiatives, making staff assignments, standing up topic-specific Tiger Teams, and providing mid-year and year-end performance evaluations. Some notable accomplishments include implementing the USPTO's Internal Procurement Management Review (IPMR) program and updating the Patent and Trademark Office Acquisition Guidelines (PTAG) for the first time in 10 years to leverage the procurement flexibilities outlined in Patent and Trademark Office Efficiency Act (PTEOA).
  • From FY 19 through FY 20, I led the Agile in Acquisition Implementation Team in support of the OCIO's Information Technology (IT) Modernization and Stabilization efforts. Our team successfully created an implementation plan that reduced the USPTO's overall software development awards from 104 to 30.

  • Served as the Chief of Staff for OCPO's 200+ person organization with a team of 9 direct reports
  • I oversaw the $74M non-compensation budget, the purchase card program, all personnel actions, the annual awards program, space allocation and intra-OCPO communication
  • I earned a Special Act Award for finding a $2M error in OCPO's financial reporting which resulted in OCPO being able to additional training to DHS' procurement staff.

  • Served as the PM for the USCG's deployment of DoD's Contractor Verification System (CVS)
  • I led the USCG-wide implementation effort that included both civilian and uniformed team members from Human Resources (HR), Security, and Procurement
  • As a result of my team's efforts, the USCG was the only agency within DHS that met the Personal Identity Verification (PIV) compliance deadline required by Homeland Security Presidential Directive (HSPD) 12 for all contractor employees
  • I received a Special Act Award and Letter of Commendation from the Commandant of the USCG for leading this team.

Work Summary

Over my 30 years working on increasingly more complex and challenging acquisitions, I have served as a Supervisory Contract Specialist, Supervisory Procurement Analyst, Chief of Staff, and Program Manager. I thrive on bringing order to chaos. I am adaptable to the needs of my agency, taking on whatever duties are needed to meet the agency's mission.
