Accomplishments

  • Led in the development of a comprehensive De-escalation program focused on providing wide-ranging crisis intervention and situational de-escalation training to nearly 5,000 San Diego County law enforcement peace officers. The undertaking involved collaboration with local law enforcement agencies, mental health professionals and community members in developing a curriculum that addressed all the stakeholders’ concerns.
  • Led in the development of the School Threats Protocol, which was implemented county-wide, leading, and overseeing 45 different education districts, representatives from 11 local law enforcement agencies, mental health professionals, and prosecutors. Over 5,000 students have attended the training which focuses on how law enforcement personnel should investigate threats and how non-law enforcement personnel should respond to active shooter situations. This training is held quarterly as well as at the request of local businesses and organizations.
  • Developed and instructed a course curriculum dedicated to teaching Defensive Tactics subject matter expertise to further the proficiency of all law enforcement instructors through the mentoring and counseling of each individual instructor. Developed and oversaw a quarterly county-wide defensive tactics instructor “work group” to effectively identify and address potential liabilities and deficiencies in use of force applications. Performed appropriate in-class assessments to determine whether defensive tactics training programs meet and achieve program goals and objectives as outlined by POST. Interacted with supervisory staff, managerial staff as well as other law enforcement agencies in providing recommendations on training, equipment, and use of force policies.
  • Developed the curriculum for the California POST Witness Protection Course and taught the skills necessary to implement a successful Witness Protection program. The course is directed towards the sworn police officer who is responsible for security, safety, and protection of witnesses. This course concentrates on the role of witness protection, resources utilized in witness protection, legal issues, tactical operation planning, witness movement/relocation, compressed shooting techniques, unconventional shooting positions, defensive tactics, and operational scenarios.
