  • Manage the Commission's outstanding debt portfolio to ensure accurate reporting and paying of HRTAC's debt service, including calculation of monthly flow of funds transfers in accordance with multiple bond indentures. Monitor fund balances for payment decisions on large transportation projects. Track bond proceed expenditures on multiple bond and debt issuances.
  • Assist with issuance of bonds and other long term debt as needed. Work together with the Executive Director, financial advisors and bond counsel by providing accurate information on fund balances, other available cash, project cost expenditures and other necessary information.
  • Research and record complex financial transactions related to debt issuance, debt retirement and debt defeasance. Ensure transactions are accounted for in accordance with GAAP. Prepare financial statement footnotes and disclosures for audited financial statements.
  • Work closely with VDOT and various Commonwealth departments at year-end to provide information needed to calculate inter-agency receivables/payables, detailed information on bond and debt transactions and balances, and Component Unit financial reporting requirements.
  • Research other accounting and financial statement reporting issues to ensure compliance with FASB and GASB standards. Work with external auditors, specifically in the areas of government accounts payable and long-term debt.
  • Assist with operation of the HRRTF program to enable transfers to HRT of state money managed by HRTAC.
  • Prepare approval request packages with clear, concise written communication to the Finance Chair in order to obtain multiple levels of approval on all HRTAC outgoing wires. Enter internal transfers and all wires and monitor until complete.
  • Provide additional support to the Executive Director as needed
