As an Accounting Technician within the OCFO Vice President, Controller Office, my duties are both extensive and demanding. My position is under the technical and administrative supervision of the Chief Financial Officer and the Vice President, who are responsible for the oversight and authority of the bank's financial system and business requirements to ensure regulatory and financial compliance on all OCFO endeavors.

  • My general duties include: Providing accounting technical support service: classifying accounting transactions (including verifying the accuracy and completeness of the accounting data, determining the general ledger accounts, journals, and subsidiary accounts affected, and the debit and credit entries to be made), maintaining and reconciling accounts, closing accounts and preparing reports, balance sheets, and financial statements, analyzing accounting data, reviewing documents to verify accounting data as necessary, entering data into the system, and taking a trial balance, reconciling accounts, comparing account balances with related data to ensure agreement, reviewing records and source documents to identify the sources of discrepancies, and determining the entries required to bring the account into balance, abstracting data reflecting financial condition and operating results, and presenting this data in the form of statements and reports, summarizing transactions and preparing control documents or other posting documents reflecting the entries to be made, and examining accounts.
  • Due to the unique nature of the Export Import Bank of the United States, being both a government agency bound by the rules and regulations all federal agencies are controlled, we are also an externally facing entity that deals with large and small businesses alike and must be accountable to both national and international vendors and citizens alike.
  • As such, my experience in this position has provided me over the years with a unique set of skills that many Federal Accounting Technicians may not have had the opportunity to develop, such as the following:
  • Bank-specific duties also include: responding to a wide variety of ordinary and complex accounting questions and problems generated from a large and diverse customer base, both internal and external to EXIM.
  • Work independently and with teams on a wide variety of moderately complex accounting and other financial projects, including assisting with EXIM's financial audit.
  • Independently perform detailed and complex research analysis, reconciliation, examination, and interpretations of complex assets.
  • Research and identify unidentified cash receipts.
  • This duty requires research skills, ability to communicate well, and follow up with internal and external parties to EXIM.
  • Monitor, track, and take the necessary actions to ensure that all financial and/or accounting transactions are recorded properly in the applicable system in a timely manner in order to ensure the continuing accuracy of the servicing unit and the entire division.
  • Independently perform reconciliations of credits to ensure accurate outstanding balance, maturity dates, principal outstanding and accruals, and repayment schedules.

As the Certifying Officer, I was responsible for processing all necessary payments submitted by employees in my agency and making sure that all applicable documentation was furnished before they were submitted to Treasury for reimbursement. This required me to be familiar with travel regulations and current per diem rates. I also worked with various divisions in the event that a voucher needs to be returned due to inadequate documentation and follow through to ensure proper payment occurs in a timely manner.
