• Planing and prepare schedules for completion of work related to a Demineralization Water Plant, Wastewater Treatment Plant, sampling and chemical analysis to assure compliance with the established limits of chemical quality control/ quality assurance, compliance of regulatory environmental laws of EPA, National Pollutant Discharge Elimination System (NPDES), Coast Guard and OSHA. Setting and adjusting priorities to achieve company goals and production metrics.
• Evaluate, analyze and review scientific sample data (test results) of the analysis performed by the laboratory staff to determine the dosage of chemical reagents to add in the processed demineralized water of the boilers to achieve and maintain the chemical balance of them and assure the continuity of operations (Quality Assurance System).

• Responsible for the receipt and inspection before unload procedure of tanker trucks with sulfuric acid and sodium hydroxide. Supervise the transfer of the materials to the plant reserve storage tanks.
• Evaluate annual performance, compliance of norms of attendance, use of safety personal protective equipment (PPE) and coordinate tasks of the subordinated laboratory staff among other administrative tasks related to supervisory functions. (Program: Always Designed for People (ADP)).

• Responsible to receive payments from the Private Clinic Laboratories of Puerto Rico participating in the Proficiency Sample Program as part of their compliance with CDC and CLIA.
• Adjudicated, gave payment receipt and register the payments on the debtors accounts with the Puerto Rico Health Department. Perform bank deposits of the received checks and money orders to the agency’s bank account.
• Assist the Proficiency Laboratory Staff in the preparation of the boxes with the unknown proficiency samples to be mailed to each of the participating laboratories on the island.

• Performed analytical tests on drinking water samples from the Puerto Rico Aqueduct and Sewer Authority (AAA) plants and government private potable wells.
• Executed proficiency test of samples to comply with the Environmental Protection Agency (EPA) regulations. Report proficiency test results and kept proficiency test reports available for the EPA audit.

• Perform chemical analysis of milk and milk products to assure quality compliance of the different private commercial plants that manage, produce, and sell milk and milk products in PR and USA, as part of the Grade A program of the Food and Drug Administration (FDA) and the Public Health Laboratory of the Department of Health of PR.

  • Perform monthly and annually reports of the sample analysis to keep statistic records of summarizing results, sample volume and unsatisfactory trends.

• Performed forensic blood analysis by Gas Chromatography (GC) to determine alcohol concentration in human blood of people intervened by agents of the Police Department of Puerto Rico while driving apparently under the influence of alcohol (DUI). Prepared result reports of the sample analysis and certified them to be used as evidence of the Prosecutors to prove their cases in court.
• Performed calibration curve to the analytical instrument (GC) to assure equipment performance and assure quality (QA) of the results generated to be used as evidence in court.
• Executed monthly calibration verification (QA) of instruments Intoxilyzers 5000 EN (breath alcohol analyzers) of the Police Department of Puerto Rico located at the police stations around the island to assure quality of the results.
• Assist as a Chemist court-appointed expert to the court of Justice in representation of the Health Department and the Police Department of Puerto Rico. Serve as a consultant and advisor of the scientific matters to the police and justice department.
• Provide expert advice, guidance, support and training to the personal of the Puerto Rico Police Department, Justice Department (Judges and Prosecutors) and Health Department Chemists, related to analytical methods for alcohol detection and analytical instrumentation: operation, verification, reparation, and calibration.

  •Performed laboratory Investigation approach, redacting and resolution of deviation and out of specification results (OOS).

• Developed laboratory testing programs and data analysis on raw material, finish products and stability samples while adhering to SOPs, batch records and work instructions.
