  • Presently serving as the CBP Advisor attached to the Bureau of International Narcotics and Law Enforcement Affairs (INL) at the U.S. Embassy in Costa Rica.
  • As the CBP Advisor, I manage INL’s Borders and Ports portfolio that encompass security minded initiatives implemented through the host country’s law enforcement agencies tasked with national security at all borders and ports of entry.
  • I provide border security expertise and capacity building capabilities to host country partners to include Policia de Fronteras (Border Police), Policia de Control Fiscal (Customs Police), Policia de Control de Drogas (Drug Enforcement Police), Policia de Migracion (Immigration Police), Policia de Vigilancia Aerea (Air Surveillance Police), and Guardacostas (Coastguard).
  • As the CBP Advisor, I managed a multi-year budget of 12 million dollars and Assist host government agencies with preparing financial plans, conducting investment research and completing trades and transactions to assess and meet financial goals.
  • I'm on a continued conversations with the Ministry of Finance (CRI Customs) to negotiate and signed an agreement between CBP and Customs.
  • As the CBP Advisor, I was instrumental in the creation and implementation of the Remote Image Analysis Center (RIAC) that assist the Customs agency review and approve images sent from the seaport scanners.

  • As the CBP, for the Narcotics Affairs Section in the U.S Embassy, Mexico City my primary responsibilities included the planning, financial management and coordination of bilateral programs with the U.S Inter-agency and Government of Mexico through preparation, assistance, implementation, and review of projects designed to enhance the performance and capabilities of law enforcement entities under the Merida Initiative
  • Set and oversaw a $150 million dollars multi-year budget to cover 5 different projects/programs. I strictly analyzed and evaluated projects and programs and provided the financial management and oversight needed to ensure programs were administered correctly.
  • My duties included the formulation of the program budget and the proper allocation of funds that included examining significant programs and evaluating the program's accomplishments and failures.
  • To ensure funding for future years, I prepared justifications in support of large, complex, program budgets ranging in the multimillion of dollars (USD).
  • I prepared and oversaw the administration and management of project plans, provided status reports, and proposed schedule adjustments as needed.
  • For each program, I developed financial plans, provided information on expenditures against the programs' plans and drafted funding justifications that changed project requirements.
  • In managing these Merida programs, I was able to select the most cost-effective training and products that saved monies for greater use in other ways, yet still meet training and product goals.
  • I established a Narcotics Canine Detection Program for the government of Mexico that was non-functional before my time as the CBP Advisor.
  • As the Merida Coordinator, I was tasked with the construction of two (2) national academies for different law enforcement agencies as well as Mexico Immigration.
  • In order to accomplish this task, I had to meet congressional mandates that dictated the State Department’s acquisition protocols for “brick & mortar”.
  • Orchestrated smooth and efficient program development by collaborating cross-functionally across departments.
