Execute objective and independent assessments of Immigration and Customs Enforcement (ICE) detention operations through thorough inspections and reviews to ensure compliance with ICE detention standards set by the Office of Enforcement and Removal Operations (ERO).

• As an Assistant Project Manager for Creative Corrections, LLC, I assist the Project Manager in providing oversight and training for over 50 Subject Matter Experts (SMEs) who perform objective and independent assessments of Immigration and Customs Enforcement (ICE) detention operations through inspections and reviews to determine compliance with ICE detention standards issued by the Office of Enforcement and Removal Operations (ERO). Specifically, I routinely provide onsite observations for newly hired SMEs during inspections and review and edit compliance reports for experienced SMEs using the Family Residential Standards, National Detention Standards and Performance Based National Detention Standards for Food Service, Environmental Health and Safety, Medical Care, Suicide Prevention and Intervention and, Admissions and Release, Custody Classification, Funds and Personal Property, Use of Force and Restraints, Special Management Units, as well as any additional standards assigned by the Office of Detention Operations (ODO).

• As a Subject Matter Expert in Corrections for Creative Corrections, LLC, I conduct objective and independent assessments of Immigration and Customs Enforcement (ICE) detention operations through inspections and reviews to determine compliance with ICE detention standards issued by the Office of Enforcement and Removal Operations (ERO). My compliance reviews include a comprehensive review of operational and administrative practices and policies within a correctional environment, which further assists in the promotion of the safety and security of ICE detainees housed in detention facilities throughout the United States. I complete a written and detailed compliance review report for each inspection conducted, which is then sent to the Office of Detention Operations (ODO) for further review and follow-up by ERO for accountability purposes.

• As the Chief Executive Officer (Warden) at the Federal Correctional Institution (FCI) in Fairton, New Jersey, I supervised (4) Executive level staff (GS-14/13), who oversaw the work of 341 (GS-05 through GS-12) subordinates. My strategic planning approach to managing the facility assisted me in ensuring the agencies strategic goals in the areas of population management, human resources management, public administration, public and national security, facility security, and the building of partnerships, were consistently met. FCI Fairton is a multi-mission institution consisting of a medium security level male institution with an inmate population of approximately 1,200 inmates, a jail unit consisting of approximately 65 male inmates, and a minimum level security camp consisting of 101 male inmates. The annual budget for FCI Fairton is approximately $42 million dollars. I was officially promoted to the Senior Executive Service on July 22, 2016. I have 27 years of experience in developing policy and providing guidance, direction, supervision, advice and/or evaluation for numerous correctional programs within the Federal Bureau of Prisons. I frequently monitored and audited institution operations, which led to a successful American Correctional Association (ACA) and Prison Rape Elimination Act (PREA) audit in 2016. The institution received 100% compliance on both audits and received numerous accolades.

• As the Chief Executive Officer (Warden) at the Federal Correctional Institution (FCI) in Loretto, Pennsylvania, I supervised three (3) Executive level staff (GS-14/13), who oversaw the work of 252 (GS-5 through GS-12) subordinates. FCI Loretto is a low security level male institution with an inmate population of approximately 1,325 inmates and a satellite camp consisting of 166 male minimum-security level inmates. FCI Loretto has an annual budget of approximately $26 million and was initially activated in 1984. Under my leadership and direction, FCI Loretto was only the second institution in the Bureau of Prisons to successfully prepare for and pass the Prison Rape Elimination Act (PREA) audit in 2014. As a result of my leadership, FCI Loretto’s successful PREA audit preparation procedures were shared nation-wide to ensure PREA compliance at other institutions throughout the Bureau of Prisons and continue to be in use today.

• As the Associate Warden (Programs & Operations), I continually evaluated programs by conducting audits, studies, research, reviewing reports and observations and recommending changes to the Warden to meet required goals. Specifically, I was directly responsible for Correctional Services, Correctional Programs, Religious Services, Psychology Services and Special Investigative Services, Education, Recreation, Computer Services, Facilities, Food Service and Financial Management within the institution. I consistently conducted program audits to ensure compliance with Federal Bureau of Prison policy and procedures, as well as compliance with other Federal, State and Local laws, rules and regulations.

• As the Regional Executive Assistant located in Atlanta, GA, I served as the Regional Public Information Officer (PIO) and provided support services to the Central Office PIO and institution PIOs. I frequently provided appropriate guidance to field PIOs in the area of media relations. I effectively and efficiently collaborated with the National Institute of Corrections (NIC) staff to offer new Associate Warden training via online resources and video conferencing. I developed agenda and training for all Captains in the Southeast Region. I implemented an internal tracking system in order to ensure documents were responded to within the appropriate time constraints. In my capacity of Regional Administrator and Executive Assistant, I was directly involved in the creation of the Southeast Region Scorecard. This included close coordination with other Regional Administrators to develop performance measurements for the 24 different categories listed on the scorecard, which was deemed necessary to monitor in an effort to mitigate future deficiencies and/or program failures. As a result, a prototype of the Regional Scorecard was adopted by the agency, which is now called the Dashboard, and remains in use agency-wide to this date. I developed the ACA/Deficiency tracking chart which tracks all deficiencies related to ACA mandatory standards, as well as significant findings, repeat/repeat deficiencies and repeat deficiencies. As a result, program performance significantly improved in the Southeast Region. As the Region’s ACA Coordinator, I ensured 100% of the institutions in the Southeast Region were appropriately accredited with the American Correctional Association or maintained re-accreditation.

• As the Education Services Administrator of the Southeast Region, I was responsible for the organization, development, maintenance and evaluation of all institutional Education/Recreation programs and volunteer services within the Southeast Region. I researched, authored, co-author and/or edited sixteen Executive Staff Papers and/or Concept/Information papers for the Executive Staff’s review and consideration. I conducted staff assist visits, which resulted in six Superior Program Reviews within the Southeast Region. I participated in a fourteen-day ACA staff assist visit to MDC Guaynabo to assist them in preparing for ACA re-accreditation. I conducted an After-Action Review of inmate death at FCC Coleman. I served as panel member for discussion with Kyrgyzstan leaders. I served as the Regional Administrative Remedy Appeal liaison for both Education/Recreation and Federal Prisons Industries. In 2004 and 2005, I was tasked by the Regional Director of the Southeast Region to assist in the evacuation of over 5,000 inmates from secure correctional facilities due to hurricanes Dennis, Ivan and Katrina. I was in travel status a minimum of 50% of my time conducting staff assists, audits and reviews throughout the Southeast Region, regarding Education and Recreation Services.

• As the Supervisor of Education at the Federal Correctional Institution Ray Brook, New York, I was directly responsible for the supervision and evaluation of the following staff: (1) GS-11 Supervisory Education Program Specialist, (4) GS-11 Teachers, (1) GS-08 Education Technician, (1) GS-10 Assistant Supervisor of Recreation, and (5) Recreation Specialist. During my tenure as the Supervisor of Education, the Supervisor of Recreation position was left vacant and I assumed the responsibilities of both Supervisor of Education and Supervisor of Recreation. Under my leadership as Supervisor of Education, we received Superior rating on Program Review held April 9-13, 2001 for Education/Recreation Services. I received the Federal Bureau of Prisons Golden Apple Award for excellence in Education Services in 2002. I assisted with the planning and coordination of FCI Ray Brook’s first ever Inmate Mock Job Fair. I continuously monitored and managed following programs: Literacy Program, English-as-a-Second Language Program, Law/Leisure Library Program, Vocational Training Program, Parenting Program, GED Test Administration, Career Resource Center Program, Barber Shop Program, and all related Recreation and Physical Education programs.

• As the Supervisor of Recreation (SOR), Assistant Supervisor of Recreation (ASOR) and Recreation Specialist at the Federal Correctional Institution Ray Brook, New York, I was directly responsible for the implementation, supervision and evaluation of all recreational opportunities provided to a Federal inmate population of approximately 1,000. Throughout my tenure in these positions, I supervised the following staff: (1) GS-10 Assistant Supervisor of Recreation and (6) GS-05 thru GS-09 Recreation Specialists.
