IBM did not have a common customer and set of accounts for quota creation which caused issues between target planning and budget derivation for every measurement definition. Due to inconsistent data, the quota account IDs were not recognized by downstream consumers. Translation in the upstream modules caused delays in budget and quota allocation. Quota account module allows for consistent data so the quota accounts are able to be consumed worldwide by the downstream consumers.
