Over the next 3 days, Ms. Cairo worked long, stressful hours without hesitation to express USG condolences to the family of deceased Americans, to work out complicated logistical arrangements for the body and the family to be repatriated, and to communicate closely and frequently with a number of hospitals and city officials to determine if any other Americans were affected. Ms. Cairo exhibited extraordinary amounts of sensitivity, professionalism, innovation, poise, and firmness during the crucial hours and days following the tragic event
