  • Responsible for the direction and administration of District business objectives, including the development and implementation of organizational policies, execution of Board of Directors and General Manager goals, and oversight of all day-to-day operation, engineering, financial, administration, and customer engagement related activities
  • Develop and implement the organizational development programs in coordination with the District’s executive team. Various programs included succession planning efforts to support employee professional development and collaborations with educators at the collegiate and high school level to enhance and promote water education programs
  • Manage the District’s human resources department which included development of several multi-year Memorandum of Understanding with District employee association
  • Organizational programs have resulted in the District being selected as a Top Workplace in Orange County for 7 years in a row
  • Provide direct oversight of the Finance Department, including the development of the District’s Long Range Financial Plan, annual operating budget, 10-year capital improvement program, update of the Cost of Service and Rate Design Analysis, and the annual audit
  • The implementation of the District’s financial plans and policies has led to the District’s current AAA rating from Fitch and S&P Rating Agencies
  • Responsible for the development and execution of water conservation and water-use efficiency programs

  • The plan reviewed opportunities for recycled water program expansion, water use efficiency programs, groundwater banking, and local supply development, including desalination, urban runoff diversion, stormwater capture, and direct potable reuse

  • Previously served as the Director of Engineering and Operations, where I directed which included the asset-based operation, maintenance, planning, and replacement of the potable water, recycled water, and wastewater collection and treatment infrastructure
  • Initiated the development of an Advanced Asset Management Program in 2018 that included the replacement of the Computer Maintenance Management System as a tool to enhance condition-based asset decisions, expansion of the Geographic Information System, and implementation of a water loss control program and proactive leak detection team

  • Facilitate and/or participate in various regional planning groups to encourage collaboration among local water and wastewater agencies, the County of Orange, and local cities
  • The various groups that I have participated in or facilitated include: the Aliso Creek Watershed Collaboration Group, South Orange County Reliability Planning Group, and the South Orange County Operations Managers Group.
