• Saved over $950,000/yr in no-cost/low-costs energy and water conservation measures. • Developed and executed $7.67M Utility Energy Service Contract (UESC) with San Diego Gas & Electric (SDG&E) saving over 15,666 MMBtu ($796,077) annually.
• Developed and managed all aspects of ESPCs & UESCs for NAVAIR, implementing over $100M in energy projects nationwide.
• Managed $35M steam decentralization for the largest steam using tenant command on Naval Air Station, North Island (NASNI).
• Premiered as one of the first starred Navy Energy Managers in the Navy energy outreach YouTube series, 'Navy Energy Warriors'.
• Developed and negotiated all aspects of multiple Energy Service Performance Contracts utilizing both the Army Corps and Department of Energy Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicles. Notable projects included compressed air and steam decentralization, boiler and chiller plant retrofit, daylight harvesting, Direct Digital Control (DDC) upgrades, retro-commissioning projects, industrial process and data center upgrades. These measures saved $5.3M/yr to the Navy.
• Contract Officer Representative (COR) and Contract Officer Technical Representative (COTR) for $60M in energy projects.
• Initiated and managed $12M in Energy Conservation Investment Program (ECIP) projects including daylight harvesting, photovoltaic systems, solar thermal hot water and micro-turbines.
• Conducted Investment Grade Audits (IGA) of over 3M square feet of space for project development and staying within the Energy Independence and Security Act of 2007 (EISA).
• Over the course of six years, reduced 38.8% of energy intensity, water intensity by 34.9% and saved over $4.3M annually. Far exceeding Executive Order and EPact 2005 requirements.
• Managed all program briefings to leadership including Commanding Officers (CO), Admirals and Senior Executive Service members.
• Developed and implemented FRCSW first successful Building Energy Monitoring (BEM) program.
• Spearheaded program which secured ~$2.4M for wastewater treatment plant in City of Richmond California Wastewater Treatment Plant and Naval Base Coronado.
• Conducted energy audits on over 3,000,000 square feet of government facility buildings in compliance of Executive Orders 13423 & 13514. Documents consisted of over ~$33M in energy conservation measures.
• Developed calculations for Building Simulation Models for energy calculations and assessments for multiple Requests for Proposals (RFP). Calculations were for building envelope heat transfer mitigation insulation values, solar photovoltaic calculations, ground force heat pumps and thermodynamic HVAC efficiency calculations.
• Developed scope of work and secured funding of $1.5M for Energy Investment Conservation Project (ECIP) from government for solar photovoltaic, daylighting and major lighting projects for annual savings of over $300,000 per year.
• Created curriculum, recruited and trained Building Energy Monitors to assist in monitoring and reporting energy wastes to attain government mandated energy reduction goals.
• Reduced steam leaks, compressed air leaks and energy use in vacated buildings in the amount of $184,000 annually.
• Assisted in managing $8M dollar projects in energy projects through Utility Energy Conservation Projects (UESC) funding in boiler plants, chiller plants, major lighting retrofits, variable air volume (VAV) systems and HVAC projects.
• Created and managed Fleet Readiness Center Southwest first smart landscaping project, saving water and adding aesthetics and safety parallel to the Commanding Officer's Office.
• Advised on securing wasted steam during summer months of calibration laboratories, a cost savings of over $100,000 per year.
• Obtained funding, a resource crew and participated in energy audits of over 600,000 square feet of industrial space. This was a cost avoidance of over $200,000 for the audits and satisfied energy Executive Order mandate 13423.
• Secured over $600,000 in utility rebates.
• Created Life Cycle Cost Analysis, submitted for funding, and developed project scopes for over ~$30M in energy conservation projects.
• Monitor and communicate all energy usage for over 1,000 different sites in 50 different states.
