• Responsible for award and management of multiple construction contracts for the Joint Federal Project at Folsom Dam- Improvements to enhance flood control for Sacramento (total construction value- ~$1B).
• Highly involved in the contract administration of the JFP construction contracts, two at ~$250M each, as part of the Resident Office team responsible for complex contract and construction decision making of challenging scenarios related to overlapping prime contracts, differing site conditions and customer driven changes.
• Specifically requested by several senior leaders (GS-15) to assist/lead on resolution of complex, unique or highly visible contractual matters such as serving as lead negotiator to close out a $1.2B construction contract with myriad claims resulting in over $100M in Government exposure being reduced to $22M.
• Contracting Officer for the District's highly visible American Recovery and Reinvestment Act Napa Valley Flood Control Project for the construction of two new concrete bridges (valued at $68M).
• Worked with the Office of Counsel to resolve complex, legal, contractual issues.

• Performed dual roles in Afghanistan from Sep 08-Mar 09 as Subcontract Administrator for URS and Subcontracts Manager for a client.
• Directly supported URS construction efforts as primary subcontracts specialist for $39M Afghan National Army facilities in Kandahar and a $35M runway/hangar project in Kabul.
• Responsible for team of 6 Afghan nationals managing $30M in construction and community rebuilding efforts under contract for a client with USAID.

• Provided contract/procurement advice and assistance to program managers, technical and financial specialists, co-workers, and/or others on contract or procurement policies, problems, or issues.
• Acted as a liaison to various offices, including 3 Battalions, 4 Separate Units, Army Contracting Command Korea, and NETCOM.
• Conducted internal control plan compliance reviews and evaluation of complex, unusual, or unprecedented contracting actions and makes recommendations for improvement.

Technical Training Instructor (Aug 2004-Jun 2007)

• Instructor for the Mission Ready Airman (MRA) Contracting Apprentice course providing training and serving as a first line supervisor for over 300 active duty, guard, and reserve students annually.
• Developed programs of practical and technical instruction, including demonstration of required skills and lectures on theory, techniques, and terminology of contracting.
• Instructed on application and compliance with the Federal Acquisition Regulation, DoD, and Air Force supplements including evaluation of student progression through administration of written and performance tests and 35 comprehensive contracting scenarios

Contract Specialist (Feb 2001-Aug 2004)

• Purchased services and construction, using commercial practices as applicable, through Simplified Acquisition Procedures and negotiation methods.
• Administered purchase and delivery orders, blanket purchase agreements, maintenance agreements, and other contractual instruments.
• Negotiated task orders for the base utilizing the Simplified Acquisition for Base Engineering Requirements (SABER) contract valued at $5M annually.
