Elected Town Clerk and Tax Collector

The Town Clerk and Tax Collector is elected to serve its citizens for a 3-year term. The position requires knowledge of town government procedures, including (but not limited to), State and Federal election laws, budget preparation and expenditure review, records management, tax regulations, and privacy requirements. Develop business cases to implement processes, which will improve overall functioning of the office and its ability to serve its constituents. The Office of the Town Clerk and Tax Collector (TC/TX) maintains a fiduciary responsibility to its constituents having to collect more than 90% of the Town of Dublin’s annual revenue. The entire role is broken down into two distinct positions as follows:

  • Town Clerk: A municipal employee, who is directed by the NH Secretary of State (elections and vital records) and the Department of Safety (NH DMV, Title Bureau, and Anti-Theft). Key activities and highlights as follows:
  • One of the key elections’ officials who is charged with ensuring the integrity of the voting process. Specifically, oversees the custody of the ballots from date of receipt until date of destruction.
  • Chair of the Municipal Records Committee, which owns ongoing record housing, preservation, disposition, and overall record retention life cycle.
  • The only authorized municipal agent charged with motor vehicle and boat transactions in total compliance with the Department of Safety and upholding the Driver Privacy Act (RSA 260:14).
  • Tax Collector: Governed by the NH Department of Revenue Administration and must comply with State laws as represented in RSA 41:35 and RSA 41:39, this individual is responsible for collecting all taxes that have been committed to the Town by the assessors and to keep in suitable books a fair and accurate account of all that has been dedicated, paid, and abated.
  • In 2023, the Tax Collector's office is estimated to collect approximately $2.85 million in property taxes from just over 1,046 parcels in the Town of Dublin.
  • Manage the receipt and processing of all property tax warrants, supplemental warrants, and yield taxes delivered to the Tax Collector by the Select Board.
  • Manage the deposits made against monies owed on all warrants and properties with liens.
  • Consulted by escrow processing companies on payment and open balance discrepancies.
  • Provide future dated fee calculations to ensure escrow balances are closed without further delay or additional penalties incurred.
  • Annually, in the first quarter, notify those delinquent in prior year's payments and begin preparing for current year's liening process.
  • Annually, in the second quarter, review all properties up to be deeded and complete deeding by the end of the third quarter.
  • Annually, in the third quarter, send out second delinquency notice pertaining to all open balances.
