  • Circuit Military Judge, Southeast Trial Judiciary, Jacksonville,FL. Tried hundreds of Courts-Martial criminal cases ranging from purely military offenses to murder; none of my cases have been reversed on appeal; as the Circuit Judge, I supervised two other judges in my circuit.


  • Force Judge Advocate/General Counsel/Force Inspector General, Commander, Naval Surface Force, U.S. Pacific Fleet, San Diego, CA. Provided legal counsel to the Admiral Type Commander who was in charge of every surface ship in the Navy.


  • Assistant Deputy General Counsel for Personnel and Health Policy, DoD Office of General Counsel to Secretary of Defense William S. Cohen, the Pentagon. As the only military attorney on Secretary Cohen's staff of approximately 50 attorneys in a position created specifically for me, I provided Medico-legal and other subject matter counsel to the Secretary and other senior DoD staff.


  • Executive Officer, Naval Legal Service Office, Great Lakes, IL, Chicago, IL. As the principle deputy to the Commanding Officer, I was responsible for the day to day operation of the Navy's premier midwest legal office, its mission of legal support to Navy commands and activities, and the supervision of nearly 20 lawyers and support staff.


  • Battle Group Judge Advocate to the USS NIMITZ Battle Group during the Persian Gulf War (Operations Desert Storm and Southern Watch). Deployed onboard USS NIMITZ in the Persian Gulf. I provided Law of War and International legal counsel to the Admiral in charge of all Naval assets during the Gulf War and Operation Southern Watch, the No-Fly Zone over Iraq.


  • Staff Judge Advocate/General Counsel, Naval Hospital, San Diego. Provided legal counsel to the Admiral in charge of one of the largest and most advanced hospitals in the United States on a myriad of legal issues including Medico-legal, environmental, administrative and personnel law, military justice, coordination with U.S. Attorneys on claims matters, risk management issues, and federal and state law compliance. I also sat on a number of committees and boards including the Executive Committee of the Medical Staff, the Bioethics Committee, and the Graduate Medical Education Committee.


  • Defense Counsel and Command Services counsel, Naval Legal Service Office, Naples, Italy. Provided Courts-Martial trial services and command legal counsel to Navy ships and commands in Europe, the Middle East, and deployed to the Mediterranean Sea.
