  • Represent Federal agencies of the United States and defend the public fisc in cases before the United States Court of Federal Claims, the Court of Appeals for the Federal Circuit, and the Court of International Trade, including:
  • Conducted direct- and cross-examinations of fact and expert witnesses in discovery and trial of several high-stakes government contract disputes against Chevron, Northrop Grumman, and Platinum Services;
  • Settled on favorable terms two cases involving over claims for back pay and related damages advanced under the Fair Labor Standards Act by over 70 employees of the United States Secret Service after completing extensive written and document-production discovery and numerous depositions of plaintiffs and agency staff;
  • Defeated numerous bid protest challenges of government procurement awards, including the Air Force’s award of a $655 million indefinite-delivery, indefinite-quantity contract for satellite maintenance services, and multiple protests challenging FEMA’s awards of three contracts for nationwide disaster relief services, each valued at approximately $610 million;
  • Defended the Department of Commerce’s imposition of antidumping duties on steel products from China in matters before the trade court and as well as on appeal before the Federal Circuit;
  • Defended appeals of decisions of the Veterans Court denying disability claims.
  • Awarded the Perseverance Award and participated as a panel member in Department training sessions addressing procedures for government procurement protests and trial advocacy.
  • Developed strategies and arguments for hearings, trials and appeals.
