  • Provide direct daily enterprise logistics support for the Foreign Military Sales (FMS) Japan Program including country management and liaison. Provide management support to determine logistics requirements, acquisition support requirements. Manage contractor support engaged in researching foreign government requirements, in accordance with Letters of Offer and Acceptance (LOA), Contract Modifications, ensuring delivery, identifying materiel, services and shipping requirements and projecting costs for systems life cycle support.   • Ensures systems logistics elements are incorporated into acquisition, documentation, procurement specifications, contracts, and engineering documents such as configuration management plans, navy training plan, and systems safety plans throughout the system life cycle.
  • Manage ILS contracts and monitor program adherence to Navy and DoD ILS policy and procedures and proactively provide recommended changes to inhibit effective and efficient program execution. Periodically, chair logistics meetings with all logistics management participants, identifying and resolve issues and to keep management informed.
  • Revise existing Integrated Logistics Support (ILS) policy with overall program plans and develops comprehensive logistic requirements.
  • Manage the development of logistics documentation including but not limited to technical documentation (ECPs, IETM, PMS), and Training Materials.
  • Provide ILS authority in all phases of the life cycle support requirements including, but not limited to: customer requirements interpretation, life cycle logistics strategy development, Life Cycle Cost (LCC), overall logistics planning, establishing management structures, implementing product support processes, delivering services, analyzing Fleet feedback, and defining budgeting and funding requirements.
  • Lead, develop and implement ordnance management policies including Performance–Based Logistics (PBL) life cycle support, Packaging, Handling, Shipping and Transportation (PHS&T), documentation (Logistics Resource Funding Summary (LRFS), Operational Requirements Document (ORD), Computer Resources Life Cycle Management Plan (CRLCMP) and Acquisition Strategy (AS).
  • Manage a budget for Japan logistics support, technical documentation updates, lifetime support and contractor support. Evaluates and assesses a diverse range of tasks assignments of Lockheed Martin and Alion personnel support. Chairs ILS Planning Conferences in support of the development and execution of Japan logistics requirements and lifetime support. Utilize financial/budget sources to manage ILS requirements.
  • Prepare detailed Plan of Action and Milestones (POA&M) and manage program execution in accordance with POA&M. Oversee procurement actions, respond to customer technical and programmatic queries, and provide periodic status updates and reports.
  • Lead ILS Team meetings reviews with Liaison Officer and PARMs to ensure ILS support meets capability requirements and are properly represented into existing FMS cases. Resolve all the ILS discrepancies and keep closed communication with AEGIS LOGREP, Foreign Navy, Shipyard and PARMS. Provide Fleet support to the Japanese Navy while taking in consideration their unique requirements.
  • Support the planning and execution of the IWS4.0 Task Planning Process (PACMAN), Statement of Work (SOW), Enterprise Resource System (ERP), ensuring that Electronic Task Planning sheet (eTPS) are generated, justified, validated, and ultimately approved by the TPS Review Board in accordance with the agreed upon schedule. Monitor and track FMS ILS case funding going to PARMS, contractors and field activities in support of the Japan Program.
  • Manage the coordination, planning and implementation of all ILS plans including the JAMOD Transportation Plan and coordinate activities reviews necessary to provide timely and effective delivery and sustainment of all ILS Plans.
