• Fiscal Director of the City’s Head start program with responsibility for management, reporting to federal agencies and the Baltimore City Head Start Board, budget monitoring and compliance, for over $10 million in Head Start grants.
• Gathers, summarizes and analyzes significant amounts of transactional data to make reasonable conclusions and facilitate key strategic decisions.
• Delivers monthly presentations to the Head Start Board of Directors and finance leadership to monitor and explain performance.
• Works in coordination with the Law department, Budget, and the Comptroller’s Office to review and modify contracts to ensure that they meet legal sufficiency and comply with binding agreements and City procurement policies.

• Responsible for ensuring that all grant financial reports to federal and state entities are properly processed.

• Monitored current fiscal year budgets for various major County agencies, including the Police Department’s nearly $250 million budget, Community College of Baltimore County, Department of Corrections, and others, while conducting the Budget Formulation and Budget Monitoring stages for the next fiscal year.
• Analyzed line item obligations and expenditures for various large departments - including complex projections of salaries and turnover savings, for 2,000 Police officers for regular reporting to OBF management and County administration.
• Served as data management leader on the team that negotiated salaries with major labor union groups, helping ensure that labor negotiations balanced fairness with efficient expenditure of taxpayer funds.
• Added value as a key member of the budget team responsible for formulation of the County's nearly $1 billion annual capital budget and the complex multi-year capital planning process.
• Orchestrated a strong defense and successfully represented the County in a $2 million out of court settlement with the U.S. Department of Justice, relating to County budgetary and personnel policy; employed advanced statistical methodology.
• Spearheaded a project to calculate $14.6 million in back pay of salary over a four year period to more than 2,000 police officers, in a settlement with the Fraternal Order of Police and its legal counsel.

• Reconciled discrepancies and resolved complex exceptions throughout the loan accounting process.
• Calculated amortization figures for determining bond payments to investors.

• Evaluated major State agency capital budget requests to recommend funding allocations in the CIP.

• Assisted in evaluating major facility master plans and programs in order to verify the need for particular capital improvements using established guidelines; advised agencies regarding master plan development.

• Collaborated with program analysts in formulating complex queries in Business Objects and Microsoft Access for data retrieval, analysis, and organization; provided extensive database management support.

• Conducted intensive research of budgetary history, sequestration, and related fiscal and policy issues.
