Safety is not something inspected into a project; it is engineered into the workflow from the beginning. Bringing experience in construction operations, environmental compliance, and safety program implementation, I bridge the gap between regulatory requirements—including USACE EM 385-1-1, OSHA standards, contract specifications, and industry best practices—and the realities of daily project execution.
My approach centers on proactive risk management through the implementation and oversight of Accident Prevention Plans (APPs), Site Safety and Health Plans (SSHPs), Activity Hazard Analyses (AHAs), Job Hazard Analyses (JHAs), Job Safety Analyses (JSAs), Pre-Task Plans (PTPs), and Risk Assessment Codes (RACs) to identify hazards, evaluate exposures, establish controls, and ensure safe execution of Definable Features of Work (DFOW).
Experienced in supporting the USACE Three-Phase Control Process, including Preparatory Phase, Initial Phase, and Follow-Up Phase, to verify work activities are planned, controlled, and performed in accordance with approved safety requirements. Skilled in conducting safety inspections, toolbox talks, hazard assessments, PPE compliance reviews, corrective action tracking, and field engagement to strengthen accountability and reduce risk.
I view safety as an operational discipline—not simply a compliance function. Through regulatory alignment, hazard mitigation, incident prevention, and transparent communication, I help implement resilient safety systems that improve leading safety indicators, support mission objectives, and protect personnel throughout project execution.
My objective is to foster a proactive safety culture where compliance with USACE EM 385-1-1 requirements is integrated into daily operations, enabling teams to execute work safely, efficiently, and in accordance with contract requirements.

I served as the Site Safety and Health Officer (SSHO) responsible for implementing and enforcing comprehensive safety programs on USACE construction projects. I managed daily safety operations to ensure compliance with the approved Accident Prevention Plan (APP), EM 385-1-1 requirements, OSHA/Cal-OSHA regulations, contract specifications, and project-specific safety standards.
I conducted daily site inspections, identified hazards, performed risk assessments, and implemented corrective actions to maintain a safe work environment for employees, subcontractors, government personnel, and visitors. I reviewed Job Hazard Analyses (JHAs), Activity Hazard Analyses (AHAs), and work plans to ensure hazards were properly evaluated and controlled before work activities began.
I provided safety leadership through daily tailgate meetings, toolbox talks, employee training, and ongoing safety communication. I monitored high-risk construction activities including excavation, fall protection, heavy equipment operations, electrical work, crane and rigging activities, confined space entry, silica exposure controls, and hazardous material handling.
I maintained complete safety documentation including inspection reports, training records, incident investigations, near-miss reports, corrective action logs, and compliance records required by USACE project standards. I investigated incidents, determined contributing factors, and developed mitigation strategies to prevent recurrence.
I coordinated directly with project managers, quality control personnel, subcontractors, and government representatives to ensure safety requirements were integrated into daily construction operations. I had the authority to stop unsafe work, correct deficiencies, and verify that hazards were resolved prior to continuation of work.
My role focused on proactive hazard prevention, regulatory compliance, worker protection, and building a strong safety culture while supporting successful project completion within federal construction standards.
