Job overview

  • I manage and maintain compliance for remediation projects in the park. This means ensuring the department is in compliant with all permits and orders including: National Pollutant Discharge Elimination System (NPDES), Storm Water Industrial Prevention Plan (SWIPP) permit regulated by Regional Water Quality Control Board (RWQCB), and The clean-up and abatement order regulated by Department of Toxic Substance Control (DTSC). My responsibilities include implementing required remedial actions outlined in the Clean-up and Abatement Orders and adherence to the programmatic environmental impact reports and oversee coordination with Department of Parks and Recreation. I oversee the remediation of toxic soils and mine drainage water that remains in the park from past mining activity from the previous operating mine. I develop and implement BMP's (Best Management Practices) for containment and remediation of toxic soils and drain water. I evaluate work plans and make recommendations to consultants and management to ensure that the plans are feasible and effective.
  • I ensure the compliance with all permits, orders and enforcement actions related to water quality at the park. As a project lead of a complex project related to the assessment and mitigation of toxic material that requires developing and implementing a monitoring program to demonstrate compliance and measure the effectiveness of the BMP's in reducing or preventing pollution in storm water discharges. I adhere to a meticulously planned sampling regimen. Sampling preparation includes labeling and preserving with hydrochloric acid to ensure pH parameters are below two for analyzing. scheduling with labs with strict hold times, take field measurements., write technical reports, maintain and calibrate water quality instruments. As a discharger I'm required to retain records of all monitoring information, copies of all reports required by the permit and records of all data for a period of five years from the date of measurement, report or application. In house analytical lab analyzing such as arsenic, low and high manganese and iron. Create sample plans and sludge measurements for hazardous material to determine category and correct disposable to avoid potential environmental and human health hazards.
  • Ability to adjust and read flow rates, riser rings and pumps to manipulate flow rate and detention times. Handle corrosive, solvents, chemicals and buffers in a safe manner. Ability to read and translate sampling analysis to regulators, consultants and department staff.
  • As a discharger I'm required to evaluate appropriate intervals and implement Best Management Practices, and revise, remove any BMP that is determined to be infeasible or evaluate and develop additional BMPs to reduce or prevent pollutants from entering or leaving water discharges. I oversee and inspect all BMP's throughout the season, BMP's are implicated for the purpose of filtering hazardous ground water from leaving the park and encroaching in local streams and creeks. I estimate and order all materials and personal protective gear for staff. I also document existing problems, leaching issues and future potential problems.
  • Determine quantity and type of supplies and equipment required to maintain and operate the mechanical and electronic components of the treatment system for optimal performance and conduct or arrange and oversee repairs as needed.
  • I communicate and coordinate with property owners adjacent to remediation areas, treatment facility and park boundaries to enforce property encroachment and potential pollutants entering in to park boundaries.
  • Associated with historic mining activity I determine the nature and full extent of hazardous substance, contamination of soil, surface water, ground water and storm water run off. I identify, evaluate and implement appropriate response actions to prevent further releases of contaminates from contractors, visitors and residents at the park.
  • Represent the department in dealings with regulatory agencies associated with the Clean up and Abatement Order, Industrial Permit, Storm-Water Pollution Prevention Plan and the National Pollution Elimination Discharge System, this includes maintaining all requirements and conditions of court ordered by the Federal Clean Water Act and Department of Toxic Substance Control.
  • Perform complex environmental analysis, research, studies and write final reports and documents for submittal to regulatory agencies. Produce and maintain all records, submittal and reports as required.
  • Communicate effectively and answer questions in a professional manner with all regulatory agencies, park staff, consultants and the public providing factual information and knowledge.
  • Develops and implements maintenance schedules, maintains maintenance records, determines the need for repairs. Responds to emergency situations as required, including those occurrences after normal working hours and HAZWOPER related events.
  • Analyze complex operational problems; evaluate alternatives, recommend and/ or implement effective courses of action.
  • Ensure all analyzers and monitoring equipment are calibrated and appropriately sending and storing information
  • Plans, schedules and implements construction and maintenance, Oversees construction and maintenance work to determine acceptability and conformance to standards.
  • Oversees the analysis of finished water parameters to provide data for ensuring quality and effectiveness of treatment system. Evaluates and operates all phases of treatment and make appropriate process changes to treatment system. Maintains logs, database, equipment files and laboratory data. I'm also responsible for preventative maintenance, spill response, and material handling including hazardous waste. I inspect and resolve erosion and sediment issues throughout the project and park.
  • Oversee and coordinate with consultants and contractors with resident yard clean up order to remove contaminated soils and replace with clean soils. I document and collect data for reporting and ensure proper personal protective equipment is on site and used to prevent health risk and injury. I inspect completed work and make sure contaminates are properly stored and transported to hazardous waste site. I collect soil samples for analysis to determine hazardous levels. I sign manifest for tracking and transporting of hazardous waste.
  • In my capacity, I facilitate seamless communication and information exchange among various entities, including the Regional Water Quality Control Board, Department of Toxic Substances Control, Newmont Corp, WSP/Golder, and Department of Parks and Recreation personnel spanning management, resource teams, and contractors. Ensuring confidentiality of sensitive data, I adeptly convey protocols and establish secure channels to foster collaboration towards achieving remediation objectives while upholding environmental preservation and departmental policies.
  • As the overseer of a remediation endeavor entangled in a federal legal dispute, my duties encompass orchestrating project advancement in accordance with regulatory standards, permits, and orders. Collaborating with consultants, I ensure departmental adherence to court mandates and permitting requisites, navigating project intricacies to troubleshoot and mediate between the department and Newmont. I furnish comprehensive details pertinent to the remediation initiative and water treatment infrastructure, encompassing data for regulatory reporting, state contract formulation, contractor procurement, and addressing wetland and settling pond microbiological concerns.
  • I have conducted extensive pilot testing from start to finish for our existing water treatment system to determine the accuracy and performance. The pilot testing was also used to determine if introducing new micro-biology and hydro peroxide would improve dissolved oxygen levels. Collected data for record keeping and research.
  • I lead and provide expertise during bid walks, site inspections with regulators, contractors and departmental resource personnel, fostering a collaborative environment conducive to project progress. I extend vital project. insights and support to incoming staff, including management, and consultants.
