• Lead, supervise, and provide administrative and technical direction to a team of 14 personnel, overseeing direct service claiming, administrative claiming, and program integrity functions for HIDOE’s Medicaid Reimbursement Section.
• Oversee system wide implementation of Medicaid reimbursement strategies aligned with HIDOE’s strategic plan to maximize federal revenue.
• Manage proactive and reactive responses to crises, litigation matters, compliance issues, and other Medicaid-related concerns; develop recommendations, analyses, and formal reports.
• Collaborate with OSSS and HIDOE departments to optimize federal reimbursement, and ensure consistent execution of Medicaid policies and procedures.
• Develop and conduct statewide training for HIDOE staff, contractors, and licensed health care providers on Medicaid program requirements, documentation standards, and federal guidelines.
• Represent HIDOE in meetings with public agencies, private organizations, and partner entities on matters involving Medicaid, reimbursement processes, and claiming protocols.
• Coordinate with schools, complex areas, district offices, and state offices to implement directives, standing orders, and policies related to Medicaid reimbursement activities.
• Provide fiscal management for the Medicaid Reimbursement Section, including budgeting, expenditure planning, state match requirements, intergovernmental transfers, and allotment oversight.
• Prepare and present section reports, data, and testimony to stakeholders, including the Board of Education, the Legislature, and community organizations.
• Maintain required records, reports, documentation, and audit materials in accordance with state and federal statutes, and policies.
• Cultivate relationships with Medicaid program counterparts nationwide to track federal regulatory changes, identify emerging opportunities, and integrate industry best practices into HIDOE operations.
• Administer HIDOE’s statewide nursing services contract, ensuring high-quality care for approximately 581 students at 191 schools; oversee contractor performance, service delivery, compliance, budgeting, and reporting for roughly 310,000 annual nursing hours valued at $27M.
