Context: OCP supported MoH (under Houthi control) field clinics providing routine, emergency and referral services, ca 250 weekly consults each, during intensification of Saudi-led Coalition air and ground campaign.

Coordinator:

  • Defined/oversaw scope, quality and future capacity of operations, managed staff, budget, planned expansion per ongoing analysis of extreme insecurity, precarious emergency context
  • Maintained and modeled MSF values, methods and vision according to charter
  • Managed teams: MSF core base staff, short term medical contracts, envelopes to MoH staff
  • Collected and interpreted data (tallies, secu intel, etc) reported, evaluated, made recos to capital via MSF sitreps, etc.

  • Participated in and represented MSF activities and "Temoignage" points to daily, weekly task-specific and general cluster meetings.
  • HP: managed team of 45 CHWs conducting community health teaching, ToTs, define, analyze and adjust success indicators, frequent stakeholder engagement review and reports, etc, nationalized position and coached national deputy to take over.
  • IPC outreach: trained MSF/MoH/NGO health care workers on infection prevention/control, designed post-exit remote follow-up for HQ IPC rep.
  • Hand-off w]Watsan/infection control to development NGOs.
  • Took over then closed Ebola ambulance service.
  • Selected to newly created role of inter-agency co-coordinator in "sector" 3, managing 5 pillars of public health response. coordinated daily activities with team of 70 - 100 with reps from: local actors, MoH, school of medicine faculty, IRC, CDC (sent from Atlanta), AU epidemiologists (sent from Lagos), etc.

  • Member of core ex-pat OCP explo/re-entry team, supported by OCB coordination.
  • Accompanied HoM, medco and explo consultant on initial site and neighborhood assessment: resources, needs, collaboration with community stakeholders.
  • Wrote reports for city-wide assessments of: public/private hospitals, ambulance/ blood bankslocal and international NGOs, school of medicine.
  • Designed facility: flow, IPD, NICU and OT layout, IPC measures, etc.
  • Assisted medco with: defining scope of activity, admission and referral criteria, staffing needs, international order. Managed local order including quality evaluation of materials and meds.
  • Took over as unofficial, interim medco with support from OCB and OCA medcos (last known HQ profile read medco potential, not fully validated).
  • Invited on 2 week immersion training with OCB CeMonC in Khost.
  • Wrote all job descriptions, hiring criteria for clinical, ancillary and environmental services positions, evaluated tests, evaluated applications and submitted MoH credentials, conducted ref checks, selected and interviewed medical, nursing and ancillary candidates, handed off final hiring and training to incoming head nurse/midwife.
