Navy Chief (LCPO) Experience. 22 years of U.S. Navy Fleet operational experience in Operational Risk Management (ORM). As the Navy Chief in charge of branch divisions, I manage the processes of sailors’ data security and enhanced unit readiness to sustain risk management assessments from cybersecurity threats and operational data risks. Risk assessments and decision making consist of daily evaluations of probability and impact of intelligence leaks or cyber threats. I fostered team concepts to Time-Critical Risk Management (TCRM) for rapid decision-making in dynamic data set environments. To include, not limited to recognizing cybersecurity changes in the environment, protocols to take immediate corrective actions, and communicate with the right personnel.
Professional Impact. Pursuant to Secretary of Navy (SECNAV), U.S. Navy Operations Security (OPSEC) program, U.S. Constitution, Executive Order 12333, and DoD Manual 5240.01 worldwide U.S. Naval and Joint Forces. I monitored daily evolving cyber threats to top secret naval aviation systems from foreign hackers against Department of Defense. Collectively as a team, we ensured integrity, security, and maintained essential secrecy of critical information. Maintained a balance of improvement in data management.
Technical Expertise. Experienced Privacy Law professional with a strong background in cybersecurity compliance, risk assessment, and data protection strategies. Knowledge of two part factor controls or facial recognition encryptions to enhance security in biometric authentication systems, network security, and threat detection. U.S. Navy integrates risk management principles, data protections, and legal compliance into daily operations of information security, while ensuring that all decisions align with U.S. Navy mission objectives while mitigating potential data hazards such as disclosure risks.
Business Acumen. The Chief bridge the gap between enlisted personnel and command leadership. Conducted annual ORM training to Naval officers, Senior and Junior enlisted members as a qualified ORM instructor. Maintained clear and open channels for communicating reported risks and implementing safety measures. Held weekly meetings to ensure all command personnel receive proper ORM training and understand their roles in risk management CAC Card IML utilization on the job. Trained sailors on how the CAC cards integrate with identity management systems to enhance security and streamline access control. Access control training CAC cards use Public Key Infrastructure (PKI) to verify identity and grant access to Department of Defense systems. Ensured departments followed Multi-Factor Authentication (MFA), PIN entry, Digital Signatures, & Encryptions with the physical card for enhanced security for secure communications.
Trusted Policy Advisor. Oversee all command training programs to ensure sailors are skilled and prepared for their roles. Ensure compliance with safety procedures, technical standards, and mission objectives. Effectively communicates in all aspects of naval operations. Oversaw mission-critical operations by interpreting state statutory laws, Uniform Code of Military Justice laws, civil court rulings, and regulations for Navy sailors and individuals. Handled conflict resolutions related to geopolitical cyber escalations to minimize dangers at professional work environment. Prepared Operations Security (OPSEC) training to military deployed personnel both foreign and domestic for foreign policy initiatives to improve coordination and oversight of top-secret activities. Executed leadership responsibilities in complex and demanding environments, demonstrating adaptability, resilience, and decision-making skills.

Law School Student Experience. I drafted and reviewed global privacy policies, data sharing agreements, and compliance documentation to navigate complex privacy regulations and cybersecurity risks under the supervision of Seton Hall Law professors and/or appointed New Jersey attorneys. Evaluate the current legal framework for consumer privacy protection in the United States. Identified key challenges for individual consumers in controlling access to, and use of, their personal information. Examined the effectiveness and enforceability of consumer privacy policies. Advantages and disadvantages of “opt in” versus “opt out” models of privacy protection. Applied industry leading data security and privacy compliance frameworks to realistic examples. Mission Oriented Professional. Led and directed 106 junior sailors to keep learning as Branch Chief. Trained and mentored diverse teams of over 3,000+ enlisted personnel over 22 years of service to integrate foreign relations through Universal Declaration of Human Rights, foreign country policies, and Uniform Code of Military Justice (UCMJ) regulatory guidelines to promote safe working environment. Navy Recruit Division Bootcamp Commander. Directed public communication and trained seven recruit divisions resulting in the transformation of 41,000 civilians annually into highly motivated trained Sailors. I provided leadership to the enlisted force and advice Navy leadership to create combat ready Naval Forces through military strategic planning, problem-solving, and relentless work ethic. Directed and managed 3,792 recruits through 14 hour capstone scenario events. Ability to make tough calls under pressure. Ability to build "win win" coalitions and achieve success with bipartisan cooperations.
Command Financial Specialists. Directed and trained Navy sailors on personal financial responsibility, business ownership, business structure development, financial budgets, money management, compound interest gains, budget spreadsheets, debt to income ratios, quality of life family readiness tools, financial referral services using comprehensive financial education and training. Ensured sailors followed Bank Secrecy Act (BSA) and Anti Money Laundering (AML) compliance regulations for suspicious activities. The Service Members Civil Relief Act (SCRA) helps military personnel manage financial obligations while on active duty.
Navy Quality Assurance Lead (LCPO). 17 years managed Navy Aviation Quality Assurance program. Provided attention to detail, above standard mentorship, and professional development to junior sailors responsible for maintaining quality control assessments in aviation maintenance. As the Quality Assurance Lead (QA LCPO), I enhanced 17 work centers through 43 Navy Aviation Quality Assurance (QA) programs under Naval Aviation Maintenance Program (NAMP). Fostered high standards of safety, information security, incident response measures, program audits, classified investigations, cyber efficiency, and operational readiness in aviation maintenance.
Hawaii Pearl Harbor Regional Chief Bailiff. Interpreted state statutory laws, UCMJ laws, civil court rulings, and regulations for Navy sailors and individuals. Provided civilian and military legal research and legal technical content to produce products showcasing firm expertise. Investigated military disciplinary cases using pertinent sources to determine causes of action and to prepare cases for litigation. Researched constitutional standards to interview military suspects, witnesses, and complainants. Collected and prepared military pre-trial discoveries, records, and evidence displays for Naval Region Hawaii. Oversaw Navy Station Pearl Harbor criminal cases, coordinated investigations, and prepared sailors for court martial court cases.
Navy Chief Mess Disciplinary Review Board. Oversee Navy secretarial matters and full legal compliance across all military jurisdictions. Drive legal entity rationalization initiatives to recommend, implement, and improve information security and controls to prevent the unauthorized use, release, modification, or destruction of data. Collected sensitive information pertaining to UCMJ violations, criminal proceedings, and performed internal investigations to resolve military cases. Prepared and reviewed written documents in 12 Naval non-judicial criminal court punishment proceedings. Consulted and cooperated with legal staff to execute 18 disciplinary review boards and 6 Naval administrative separations.
Cyber Combat Readiness. Operated top secret intelligence exchange activities with foreign country governments and international affiliates. Experience working in a highly regulated military environment under robust regulatory oversight. Liaised with top-secret government information briefings, international organizations, and public media. Evaluated, managed, and mitigated risk associated with acquiring, data storage, use, sharing, and data protection issues across various sectors. Understand legal aspects of cyber risks in different business sectors, including legal issues with computer hacking crimes, identity theft, internet fraud, malware and phishing offenses, and civil torts.
