  • Collaborates with Project Managers and Functional Units to develop project scope information for workplan development. Identifies resource needs from Functional units to establish baseline workplans with the Project Manager to document Construction deliverables, services and assumptions.
  • Estimates resource needs using work estimating norms, tools and/or hours provided by Functional units.
  • Ensures current and future project schedules, milestones and commitments are realistic and achievable. Negotiates with Project Managers to ensure resources requested by Functional Units are allocated to the Division for all projects involving Construction products and services. Validates that project schedules and resources are correct. Monitors Construction resource expenditures against the negotiated workplan and project budget. Pro-actively develops and recommends solutions when negative impacts to project scope or schedule are discovered.
  • Reports on the status of Functional Units, delivery schedules and resource requirements. Validates monthly project status reports, which include planned accomplishments for the coming month, a listing of delivery dates missed or in jeopardy, impacts of schedule, and scope and cost changes. Assists Functional Units as requested with preparation of Project Change Requests for submittal to Project Management. Reports project delivery issues on high priority or critical projects to the Deputy District Director for assistance with resolution. Coordinates justification data from Functional Units on projects whose support budgets/expenditures fall outside of the targeted norms.
  • Represents Construction Division when meeting with District counterparts, Project Managers and/or District management. Acts in a liaison capacity to enhance communication on delivery issues and communicates Construction delivery/ resource issues to the Project Manager.   • Design complex geometries for highway facilities such as intersections and interchanges, set profiles, alignments and grades, and make difficult engineering calculations.
  • Conducts and coordinates the technical preparation of Project Initiation Documents, Project Reports, Plans, Specifications and Estimates (PS&E), and Design Exceptions for transportation projects. Formulates, researches, and develops solutions for field conditions that necessitate a contract change order. This may include doing any necessary engineering re-design work.
  • Ensures safety of State employees, contractor's employees, as well as traveling public by observing contractor's operations and traffic conditions, making recommendations, and taking corrective action when necessary. Reviews contractor operations for compliance with CAL OSHA regulations.
  • Resolves and responds to contractor disputes in a timely manner as provided by the contract. Elevates to the Construction Engineer all disputes beyond the authority of the Resident Engineer to act, if appropriate. Prepares draft claim reports for District Claims Office when required. Reviews shop drawings and assists in constructability reviews for proposed projects.
  • Performs general office duties such as preparing memos, letters and reports, filing and organizing both electronic and hardcopy project files, administration of documents and maintaining the office and field equipment.
