  • The federal bank regulatory agencies finalized the Net Stable Funding Ratio (NSFR). In March 2021, the Federal Reserve Bank proposed revisions to the FR 2052a reporting form and instructions. The proposed revisions reflected the NSFR final rule and captured other data elements necessary to monitor banking organizations’ liquidity positions and compliance with Liquidity Risk Measurement. Although MUFG is not subject to NSFR, the FRB drafted instructions regarding the 6th generation (6G) of the FR 2052a liquidity reporting. A compressed timeline, MUFG (MUB/MUAH) successfully delivered a tactical solution that prioritized critical changes required to comply with the new instructions.
  • However, the FRB published final guidance to the NSFR rule and 2052a instructions in November 2021, with a compliance date of October 1st, 2022. This project will leverage the tactical, and the existing 2052a framework (5G) to build out and deliver a stable, longer-term solution for compliance to final guidance related to 6G Reporting on October 1st 2022.
  • In addition, this effort will align and support the framework for CUSO Consolidated reporting of FR 2052a. Although governance standards must be implemented to ensure compliance with Regulatory (NSFR and FBO Tailoring) and internal policies, this project is specifically focused on the technological implementation needed for MUB/MUAH 6th Generation 2052a in accordance with ITPD methodology.

  • Regulatory (SCCL) Rule adopted to establish single-counterparty credit limits to impose limits on the amount of credit exposure that a bank holding company or foreign banking organization can have to an unaffiliated company in order to reduce the risks arising from the company's failure.
  • Regulatory (FR 2590) The Single-Counterparty Credit Limits Reporting Form (FR 2590) provides the Federal Reserve with information to monitor a covered company’s or a covered foreign entity’s compliance with the single-counterparty credit limits (SCCL) rule.
  • This MUB Data sourcing project is a part of Overall SCCL Program and Designated as Project # 3 of the program only focuses on Data acquisition part for MUB Entity.
  • The main goal of this project is two things
  • A. source MUB Exposure and supporting data required from different systems on a Daily basis and persist them in Finance Data Foundation, a platform to integrate, consolidate and distribute data for Finance Downstream Application for Basal Exposure Calculation, Netting and Report Generation

  • Increasing profit data coverage in G-Zeus is an HO Corporate Data Management Division (CDMD)’s initiative in the FY2018-2020 Mid-Term Plan. As such, a study for collection of G-Zeus profit data in Americas was conducted in 2018 to assess the feasibility of the following statement:
  • For the four Americas entities: Branch, Bank, Canada, and LatAm, provision daily and monthly instrument level profitability data to G-Zeus in the customer, market, and admin categorizations of the Monthly Analysis Report (MAR) such that, in aggregate, these details tie to the entities’ financial P&L.

The new standard will supersede existing guidance and is applicable to Mitsubishi UFJ Americas Holding Corporation (MUAH).
  • The standard provides guidance on measuring credit impairment generally based on the classification of the financial instrument as follows:
  • The Current Expected Credit Loss or CECL impairment model (ASC 326-20)
  • The AFS Debt Security impairment model (ASC 326-30)
  • The model for certain beneficial interests (ASC 325-40)
  • The approach for initially recognizing purchased financial assets with evidence of credit deterioration (included in ASC 326-20 and ASC 326-30)
  • For public business entities (PBEs) which are U.S. Securities and Exchange Commission (SEC) filers, the standard is effective for annual periods beginning after December 15, 2019, and interim periods therein. Therefore, calendar-year SEC filers, such as MUAH, will begin applying it in the first quarter of 2020. Early adoption is permitted for all entities for annual periods beginning after December 15, 2018, and interim periods therein.

  • Existing complexity in the sourcing of data upstream for the 2052a results in generation of the report late in the business day on T+1 with a Service Level Agreement (SLA) of 3:00PM PST (Pacific Time) This leaves limited time for validation, review, manual adjustments, attestation and data quality control checks performed by the Liquidity Risk Management team (current owner of the report) along with the Business Unit Controllers (BUCs) on T+1 between the generation of report and submission of the report to meet the T+1 11:59PM PT deadline to the Liquidity Risk Reporting team (LRR) for aggregation at the CUSO level. In addition, upstream issues can cause delays in producing the report. Finally, during periods of stress the Federal Reserve may temporarily request 2052a report to be submitted daily consecutive day. This project will prepare systems for readiness if such a request occurs.
  • Sourcing efficiencies can be gained by streamlining data flows into OLM by evaluating the impact of data hops on the SLA and looking for opportunities that will optimize the overall data sourcing wherever applicable. Efficiencies can also be gained by consolidating certain liquidity classification processes into a single source.
  • Objective of this project is to Enhance and enrich the data foundation to provide more transparency and granularity to liquidity risk. Build the foundation to leverage it for the internal liquidity stress framework that was part of the FRB’s Comprehensive Liquidity Review (CLR).

  • The Lending Club pool (LCB) is a purchased portfolio of closed end, fixed rate, unsecure personal loans are serviced by the Lending Club organization.
  • Miscellaneous General Ledger (MGL) remediation in the Integrated Credit Reporting System (ICRS) remains a high priority. MGL is created when there is a bottom line difference between loan application and General Ledger (GL) balances at the GL / Responsibility Center (RC) level. As part of the MGL initiative, CPIS has identified Loans Serviced by Others (LSBO) as one of the major MGL categories that needs to be addressed and any MGL balances related to the LSBO Portfolios should potentially be brought to zero.
  • The primary mechanism to address this portion of the MGL is to flow the Loan Level detail data into ICRS itself. Since August 2015, detail data for loans secured by real estate (SFR-SBO) has been processed into ICRS; while the detail for the unsecured portfolio sourced from the Lending Club (LCB) is still needed. As of January 2017, approximately $0.7 Bil of the MGL balance is due to the LCB portfolio.
  • LCB data files were initially captured by the Retail Loan Data Services group, who has been acting as the unofficial provisioning point for downstream users such Finance and Credit Risk. LCB source data was incorporated into EDH in 2016 and currently sources LCB data for the CCAR regulatory ‘Consumer Other Loan’ schedule and the OFSAA Liquidity Risk Management application.
  • Objectives:
  • To remediate the MGL in ICRS, the loan details for Lending Club Bank (SBO-LCB) Serviced by Others accounts will be provided by EDH, and capture within ICRS and reconciled with the GL.
  • Establish EDH as the primary source of Lending Club Portfolio data within the Bank, to include direct file provisioning (not the use of intermediaries) and file encryption (data at rest and in motion). This project will transfer key risk data sources to EDH instead of existing unapproved sources (aka SQL9/Report Manager and the RL dimensional Data Mart (aka CAR).
