Appoint and, when necessary for the orderly and/or efficient administration of the city, suspend or remove all officers and employees of the city except as otherwise provided by the city ordinances or state law, and except as he may authorize the head of a department or office to appoint, suspend, or remove employees in such department or office, and, with the advice and consent of the city council, appoint and remove all heads of departments within the city. Act as budget officer and as such to prepare and submit to the city council, prior to the beginning of each fiscal year, a budget of proposed expenditures for the ensuing year, showing in as much detail as practicable the estimated amounts required by month for the efficient operation of each department of the city government and the reasons for such estimated expenditures and make and file a budget as required by state law. Prepare and submit to the council, as of the end of the fiscal year, a complete report on the finances and administrative activities of the city for the preceding year. Keep the council advised of the financial condition and future needs of the city, and make such recommendations as he may deem desirable. Recommend to the governing body a standard schedule of pay for each appointive office and position in the city service, including minimum, intermediate and maximum rates. Recommend to the governing body, from time to time, adoption of such measures as he may deem necessary or expedient for the health, safety or welfare of the community or for the improvement of administrative services. Consolidate or combine offices, positions, departments, or units under his jurisdiction, with the approval of the city council.
