• Supported AEDC Wing Commander by conducting strategic assessments of future Department of Defense (DoD) RDT&E capability requirements to inform higher headquarters’ decision-making.
• Developed and maintained strategic plans integrating future test requirements across the 704 Test Group’s (TG) capabilities.
• Collaborated with capability owners, asset managers, and program offices to monitor test workload forecasts, assess facility health, and guide strategic funding priorities.
• Identified gaps in test infrastructure capabilities and proposed capital investment solutions aligned with mission needs and future vision.
• Assisted in the creation of strategic roadmaps and long-term planning documents articulating AEDC’s vision and capability development goals.
• Led test capability planning efforts, including requirement validation, concept development, technical shortfall analysis, cost estimation, and solution assessment.
• Served as the primary interface for Improvement & Modernization (I&M) planning, including the Test Investment Planning Process (TIPP) and Central Test and Evaluation Investment Program (CTEIP).
• Authored requirements documentation to facilitate the transition of new test capabilities to operational units for capital investment and funding consideration.
• Developed strategies to implement new modeling and simulation tools, instrumentation, and test capabilities across AEDC assets via POM and MRTFB programming processes.
• Ensured alignment of all technical planning efforts with AEDC’s strategic objectives and long-term mission readiness.
• Provided cross-functional engineering support to key AEDC directorates including Test Division (TD), Programs and Engineering (XPE), and Capability Test (CT).

Responsible for the nuclear certification of 4 Acquisition Category I programs,4 Acquisition Category III, and 9 modification efforts valued at over $7.2B.-Defined, established, and directed all nuclear related activities within the B -52 total life cycle to maintain mission effectiveness.-Formulated strategies in B-52 acquisition and sustainment programs thatensured platform nuclear certification is achieved and maintained.
