I’m a successful correction professional with 39 years of correction law enforcement experience, specializing in the correctional field. I retired in 2005 from the New York City Department of Corrections (NYCOD). I graduated from the New York City Correction Academy and had an associate degree from John Jay college. I’m experienced with every facet of prisons operations. I served as a Subject Matter Expert correction advisor to the directorate of prisons to the Haitian National Police (DAP) for a period of 10 years and work in that capacity from 2013 until 2023. My extensive work experience in the field of correction was much needed and valuable for the prisons in Haiti. I have the ability to effectively translate my broad knowledge and understanding of U.S constitutional right of prisoners, correction system policies, procedure, and practices, to foreign government correctional institutions, and more specially, within the Haitian correctional system. Being of Haitian decent I’ve the understanding of Haitian culture, and the requirement to develop strong personal relationship with the Haitian National Police (DAP). I developed a strong working relationship with the HNP counterparts. I communicate fluently in English, Haitian Creole and French. I spent 3 years active duty in the U.S Army with honorable discharge and 3 years reserve in the National Guard of New York. I participated in the U.N lead mission in Haiti from 1996 until 1997 in the capacity of civilian police and from 2011 until 2013 in the capacity of a correction advisor.
