Representative Projects

  • Rinaldi-Tarzana Lines 1 and 2 Reconductoring Project, Granada Hills, California. $54.9 million. To update the Los Angeles Department of Water and Power's aging transmission grid and minimize transmission line outage durations, Barnard and design engineer Black & Veatch are reconductoring 10 miles of 230kV double-circuit transmission line as part of the LA 100 Plan to reach 100% renewable electricity by 2024. This project requires the installation of a new 230kV double circuit lattice tower, eight 10-35 ft. double circuit lattice tower raises, five 20-25 ft. triple circuit lattice tower raises, existing lattice tower structural upgrades, and the installation of 10 miles of overhead fiber optic line. The project requires significant guard structures to protect roadways and existing distribution lines that cross under the transmission line, and Barnard works with tight outage timelines to complete tower raises and reconductor work. Much of the work is in a dense urban landscape, where traffic control for many streets, highways, and railroad crossings is required. (01/2024 - Present)
  • Haskell Canyon Switching Station to Sylmar Switching Station - PP1/PP2 Transmission Line Conversion Project, Santa Clarita, California. $69 million. This Engineer, Procure, Construct (EPC) project will increase the power transmission capacity between the Haskell Canyon Switching Station and the Sylmar Switching Station, allowing LADWP to introduce additional renewable energy to the Los Angeles electric grid. This project involves the demolition of 13 miles of existing double-circuit 115kV transmission line and the installation of 13 miles of new double-circuit 230kV transmission line running from the Haskell Substation to the Sylmar Substation. Barnard will demolish 84 existing structures and foundations and install 64 tubular steel poles, 11 lattice towers, and three lightweight steel poles. This project includes three freeway crossings as well as temporary bridge crossings over Los Angeles Aqueduct Lines 1 and 2. (06/2022 - Present)
  • West of Devers Upgrade Project, San Bernardino - Palm Springs, California. To bring additional electrical transmission line capacity to the greater Los Angeles area, Barnard upgraded Southern California Edison's (SCE's) existing transmission line corridor between San Bernardino and Palm Springs. Under this Engineer Procure Construct (EPC) contract, Barnard removed and replaced 184 circuit miles of existing 220kV transmission lines with new double-circuit 220kV transmission lines. The project required the procurement and installation of 386 double-circuit lattice steel towers, 82 double-circuit tubular steel poles, and approximately 5.9 million feet of 1590 kcmil Lapwing conductor. In total, Barnard removed 602 existing transmission line structures, including lattice steel towers and wood H-frame structures. The project also involved earthwork and grading to support construction, including installation of soldier pile and Hilfiker retaining walls. SCE originally developed a detailed sequencing plan to complete 18 separate outages in coordination with Cal-ISO; only one existing circuit could be taken out of service at any time. To support the sequencing plan, Barnard installed and removed significant shoofly (temporary) structures and conductor. Through coordination and collaboration with SCE, Barnard reduced the total number of outages from 18 to 16 and energized the new circuits five months ahead of schedule. Barnard managed the entire environmental monitoring and compliance scope of work to ensure the project was constructed in accordance with California Public Utilities Commission (CPUC) expectations. The project also involved upgrading overhead and underground 66kV sub-transmission and 12kV distribution lines and installing telecommunication lines. (05/2019 - 09/2021)
