Criminal Prosecution Section

Perform criminal investigative work of a highly confidential nature involving the detection and investigation of violations of the laws and statutes of the Commonwealth as specified in The Commonwealth Attorneys Act, the Public Welfare Code, Pennsylvania Crimes Code and other applicable Commonwealth laws, statutes, and regulations. Investigate and assist in the prosecution of a complete spectrum of crimes ranging from the simplest of misdemeanors, to complex corrupt organizations and conspiracies, to first-degree murder cases.

• Initial assignments: Patrol Officer 1999-2007 (39th District, 7th District)
• Final assignment: Accident Investigation District- Detective Division
• Plan, control, and direct investigations and reconstructions of a specific criterion of vehicle crashes which involve criminal homicide, fatalities, critical injuries, and DUI that occur within the city and county of Philadelphia.
• Preparing investigative case reports which contain accident reconstruction methods and techniques.
• Conducting suspect interrogation, subject interviews, accident scene processing, trace and physical evidence collection, search/seizure warrants application and execution, provide expert witness testimony in criminal and civil courts, interacting and coordinating investigations with multiple levels of police personnel, prosecutors, and legal process personnel.
• Chemical testing (breath/blood) DUI suspects
• Conducted 850 investigations involving critical injury, auto-pedestrian, hit and run, DUI, and/or city-owned vehicles; approximately 50 percent of these assignments were determined criminal investigations and required causation determination by criminal investigative and scientific accident reconstruction methods in conjunction with search and seizure, interviewing and interrogation, and evidence collection/processing methods with detailed case report preparation.
• 40 case investigations involved fatalities; all required reconstruction methods to determine causation, and fourteen assigned cases involved criminal charges, criminal investigation procedures and court prosecution.
• Evaluated case documentation submitted by team members to check accuracy and compliance with department policies aimed at protecting criminal cases.
