As a motivated self-starting Facilities Management Specialist (FMS)/ Engineering Technician with over 30 years’ experience in facility management, I have maintained a superior level of customer service and excellence building preservation. I manage an $8.9 million Facility Services (FX) budget as the FX Program Manager. As the FX Program Manager, I am responsible for managing financial/economic matters and verify requirements that are generated according to federal regulations and provide accurate, timely, and complete data while practicing cyber security. I monitor and analyze data within databases such as the Long-Range Maintenance Plan, Maintenance Action Plan and Maintenance Execution Plan. I regularly brief senior level leadership on community planning project status, updates, or any other pertinent business information. I use planning systems and automated databases such as Microsoft, iNFADS, COGNOS, GIS and GRX to capture spatial or geographic data to support facility planning and to edit property record cards and maintain an accurate real property inventory. When applicable, I develop policies and procedures related to the management, acquisition, and disposition of accountable property throughout the organization. Upon conception of a project, I perform technical and functional review of project plans and designs to verify projects satisfy planning criteria. Following the administrative actions of the project, and receiving a usable statement of work, I review the engineering/architectural drawings or specifications for construction, demolition, energy, maintenance, and facilities development projects to identify inconsistencies. As a Performance Assessment Representative (PAR) I am responsible for the continued partnering relationship between the contractor and the government, conducting on-site inspections or reviews to evaluate contractor performance and analyze contractual requirements and initiate modifications as new work arises. I use my extensive knowledge of maintenance activities in various areas to plan and execute quality assurance and performance assessment plans. As the PAR for the Hospital, Elevators and Pest control I am fully involved with each program, inspecting contractor operations to ensure compliance including (but not limited to), Applicable navy standards, safety requirements, and Quality Assurance Surveillance Plan (QASP). I have developed a great working relationship with the Contractor’s QC department which has served me well in evaluating the Contractor’s Quality Management System (QC) to verify proper controls are in place to ensure the delivery of quality services while enforcing the highest safety standards and entering the contractor performance into the Contractor Performance Assessment Reporting System (CPARS). I administer a contractor surveillance program to identify areas of deficiency or monitor progress. I track data using my extensive practical knowledge of basic engineering methods, principles, and techniques, analyzing the contractor’s work to identify and recommend corrective action to avoid possible delays, claims, or inefficient performance. I use my high degree of judgment, imagination, and knowledge to carefully evaluate every situation and evaluate request for contract modifications and change order to determine feasibility request are in the government organization’s best interest. I also use a variety of Microsoft Office Programs including Word, Excel, PowerPoint, Access, etc. I can use my judgment and expertise to interpret such literature and apply precedents and experience to any new situation that may arise. When compromise or deviation is required, I always bring a proposed solution to my supervisor for approval before proceeding. As a PAR/SME/technical advisor I would provide detailed briefings to upper-level management on facility construction and maintenance efforts.
