  • Phil was the lead inspector for the B-Line – West Package project
  • Role included coordinating and managing workloads for all inspectors on site
  • Observe and document all construction activities
  • Track quantities and schedule progress
  • Schedule and coordinate survey and materials testing
  • Check traffic control and temporary pedestrian access routes (TPAR) are clearly marked and usable
  • Verify all materials, submittals and contractor’s means and methods conform to project specifications
  • Projects scope included traffic control, transit bus station installations, ADA improvements, revised signal/lighting systems, drainage improvements, watermain relocates, bituminous paving, and concrete paving.

Lead Inspector

County Road 47 Reconstruction – Phase 1 & 2 (City of Plymouth, State Aid)
  • Phil was the lead inspector for both Phase 1 and 2 of the County Road 47 reconstruction projects
  • Role included observation and documentation on all construction activities, ensure quality of construction, approve submittals, verify materials and workmanship were in conformance with project plans and specification, redline field changes and plan revisions, attend weekly meetings and report to the city and engineer on all construction related activities
  • Project scope included reconstruction of roadway, realignment of roadway, addition of bituminous trail, traffic signal installation, ADA improvements, box culvert installation (Pedestrian and Drainage), PMBW retaining wall installations, drainage improvements, and private and public utility relocation coordination.

Public Utilities and Drainage Lead Inspector

SWLRT Green Line Extension, Minneapolis, MN (Metropolitan Transit)
  • Phil served as the Public Utilities and Drainage lead inspector for the SWLRT Green Line Extension project
  • Work included all lead field inspector duties for underground public utility relocations, private utility coordination, drainage structures/BMP installations, jack and bore operations under freight and LRT rail
  • Phil worked directly with ACARs while managing and coordinating other inspectors on the QMS team to ensure all construction activities had oversight
  • He was responsible for documenting contractor’s progress, tracking change orders, documenting as-builds, verifying all work plans and material submittals, and maintaining coordination between municipalities, Met Council, design team, and contractor.
