Summary

Acquired over 5 years’ experience working in the United Nations Peacekeeping Mission in D.R.Congo - Monusco in Movement Control Section under Supply Chain Management and Service Delivery Pillar to deliver services within the framework of UN guidelines and regulations. My background in Movement Control has equipped me with the ability to arrange the safe and efficient transportation to and from the field mission of both civilian and military personnel as well as equipment and goods. The planning, coordination and monitoring of multiple passenger and baggage/cargo movement activities simultaneously in an effective and timely manner. Ability to work in remote operating environments, to work independently and manage difficult and time-sensitive movement control operations in a demanding environment and to simultaneously monitor and control multiple cargo and passenger movements. Knowledge of logistics operations, critical thinking skills, ability to consolidate and analyze data, self-motivated and a team player. In addition, my administrative support skills, customer service, & working in pressurized environments play a key role in providing outstanding levels of support. Ability to work in a multicultural environment.

Prior to my current job I had acquired 19 years of work experience at Kenya Airways Limited where my skills were sharpened extensively over the years. Duties & Responsibilities:

  • Receive and register customer requests, through Movement of Personnel (MOP) and Cargo Movement Request (CMR) Forms, for transportation of passengers and cargo within and/or outside mission area and to remote environments.
  • Plan, schedule and coordinate transportation activities by air and/or road with Air Operations, Aviation Safety, Operations Support Management Office, Supply Chain, Military Troops, Security, Logistics, Transport, Ration & Fuel Units/ Sections, logistics providers, freight forwarders and agents contracted by UN.
  • Provide flight schedules, route, and timing information and circulate through email.
  • Inform appropriate consignees in due time on delivery of shipments and mail and pouch.
  • Prepare and execute evacuation Medevac flights in coordination with Air Operations and Medical Unit.
  • In collaboration with Joint Movement Coordination Center (JMCC) execute and coordinate movement of Military Troops and Police Contingents and cargo for Deployment, Rotation and Repatriation.
  • Track and trace missing shipments and mail and pouch.
  • Supervise 15 passenger clerks and cargo handlers to ensure that all movements of personnel, goods and equipment are carried out in accordance with UN rules, regulations, and safety procedures.
  • Prepare cargo and passenger manifests and ensure that accurate manifests are communicated to aircrew, surface transport and destination personnel in accordance with established procedures and deadlines.
  • Facilitates embarking/disembarking of passengers at airport, and loading/unloading of cargo.
  • Ensure that loading of aircraft is conducted in accordance with published daily schedule and cargo/passenger manifest.
  • Check-in passengers against passenger manifest, issues boarding passes and organizes passengers transfer for aircraft boarding.
  • Analyze passenger and cargo manifest for accuracy of details.
  • Performs pre-boarding briefing for passengers and monitors safety briefing performed by aircrew.
  • Liaise with other UN Agencies, non-government and government organizations and intergovernmental agencies on travel, immigration, and customs matters.
  • Ensures that passengers’ baggage is weighted, measures, labeled, manifested, and loaded into aircraft.
  • Ensures general release from liability form (waiver) for non-UN passengers is in place and retained before boarding.
  • Reports time of take-off and landing of UN aircraft to Air Operations Center.
  • Receives Aviation Risk management check list from aircrews and informs Air Operations center of safety concerns if any.
  • Perform flight monitor duties or other duties as and when required.
  • Provides multi-modal movement control support to sector.
  • Compile and prepare comprehensive statistical data and operational reports on movement of cargo and passenger within and/or outside field mission in accordance with established deadlines.
  • Ensure that all UN policies are applied and followed thoroughly across all processes, including adherence to UN code of conduct and ethics, and integrates gender-sensitive approach in all functions.

Administrative and Support Duties:

  • Coordinate activities and operations of movement control field office in Uvira.
  • Evaluate performance of individual contractor employees.
  • Respond to operational enquiries from Mission Level and provide updates on movements.
  • Record and prepare passenger and cargo statistics in Uvira Field Office.
  • Draft correspondence and respond to enquiries on operational and human resource matters.
  • Receive and guide VIP visitors accordingly and advise on flight schedules.
  • Prepare daily Passenger/Cargo Load List, check-in time and broadcast to all staff in field sector.
  • Maintain proper archiving of all documents of section.
  • Track, trace, log in, dispatch and distribute all incoming and outgoing diplomatic/staff mail and pouch.
  • Prepare monthly staff attendance records, leave plans/reports, movement of Personnel (MOPs), Cargo Movement Requests (CMRs), hotel reservations and request office supplies.
  • Prepare Task Orders Requests (TOR) for all movements performed by commercial contractors.
  • Analyze projected passenger and cargo flows in order to estimate and optimize required resources/assets.
  • Monitor accuracy and validity of data recorded in management information systems.
  • Conduct inventories and physical annual checks of relevant facilities and equipment.
  • Use of Intrant for fuel request, Field Support Suite (FSS), Umoja, Cargo Booking System and e-Ticketing.

Cargo Warehouse duties:

  • Supervise and coordinate all activities and operations of Uvira Cargo Warehouse.
  • Receive supplies from different sections, arranges for transportation and follows up from delivery to destination.
  • Ensure proper and safe storage of inbound and outbound cargo in warehouse.
  • Ensure proper packing and marking of cargo and equipment for transportation.
  • Monitor processing of excess personal luggage and cargo receipt and registration (including dangerous goods requiring special handling).
  • Monitor preparation of luggage and cargo for transportation and ensures that weighing, plastic wrapping, and labelling are conducted in accordance with established procedures.
  • Ensure that luggage and cargo are labelled properly according to destinations, weight, consignee etc.
  • Ensures that dangerous goods are transported in accordance with applicable international Dangerous Goods Regulations.
  • Ensure Uvira trucks and equipment e.g. forklifts, jack pallet, sea containers are well maintained for operational readiness and coordinate movement of heavy equipment by contractor (3PL).
  • Ensure warehouse is properly laid out to separate inbound and outbound shipments and monitor organization of warehouse.

Accomplishments

My major achievements have been serving as Officer in Charge of Movement Control Section (UVIRA) supervising a team of 15 Staff and the Daily Operations as the Acting Field Movement Manager. I worked independently in managing difficult and time sensitive situations as well as handling conflicting priorities with regards to Passengers & Cargo Movements. My skills and ability to work in a team have been valuable to ensure safe & efficient support to the daily workload to meet Operational Requirements.
