Major Function:
Direct and coordinate agency’s efforts in the area of home energy assistance programs, and home weatherization.
Duties and Responsibilities:
1. Plans and direct the fiscal and programmatic requirements of the Home Weatherization Assistance Program (HWAP) as delineated in the State of Ohio Plan, the Grantee’s standards (COAD), the Warm Choice program, the AEP Community Assistance Program, the Electric Energy Partnership program,
2. Directs the activities of the staff required to perform the essential functions of the program standards, including but not limited to: weatherization technicians, crew leaders, heat technicians, warehouse manager, EPP auditor.
3. Review all client files for completeness and accuracy.
4. Serves as the primary contact for customer complaint resolution, external partner inquires such as State Monitors, and COAD audit and program managers, and interested stakeholders.
5. Maintains and provides reporting information and data to internal and external partners. Provides monthly reports of program activities to the Executive Director.
6. Reviews and approves all department and program expenditures, codes invoices and forwards same to fiscal department for payment. Works in conjunction with agency CFO for fiscal solvency and accurate expenditure coding.
7. Serves as a member of the COAD Board of Directors
Served as director of utility services within a municipal corporation. Oversaw the management and development of an annual operating budget of approximately 3 million dollars.
Planned and directed the actives of 10 subordinate staff, along with two department head staff. Developed and maintained compliance with local, state and federal regulations.
Negotiated annual union contract.
Presented monthly operational performance reporting to the Village Council, and Mayor of Village.
Managed a capital project exceeding 8 million dollars, with stakeholders including state and federal government agencies.
Served as supervisor of accounting services for inpatient clients of a mental health institution. Managed and maintained all accounting activities including monthly account reconciliations, general ledger entries and compliance with established accounting principals and practices. Presented all accounting activities for annual audit by State of Ohio internal auditing staff. Developed policy and procedures along with internal accounting control assessment.
Utilized Balanced Scorecard management methodology, identified Key Performance Indicators, along with statistical process control problem solving.
Served as institutional representative for workers compensation hearings.
Supervised the multi campus payroll and timekeeping activities for approximately 800 fte's that included satellite operations.
