  • In the Comptroller Department’s Budget Division, I serve as the Lead Department Budget Analyst (LDBA) supporting NSWC Corona’s Range Systems Department (RS)
  • As the RS Departments Business Line SME in budgeting I am responsible for overseeing the department’s technical and financial staff in their development, training, and implementation of budget reporting, estimates, statistics, and other information useful to higher level managers in determining which goals and objectives to emphasize
  • As the financial expert in the department, I may coordinate with other LDBA’s, Corporate Budget Analysts, HQ personnel, and sponsors in providing guidance on critical and complicated issues
  • I‘m also the direct point of contact and liaison between Comptroller personnel, Range System’s Project Managers and Program Financial Analysts (PFA) in supporting the departments sponsor/customer
  • Over the years I’ve Independently organized, planned, scheduled and prioritized workload to 4 Department Budget Analyst Assistants
  • In addition to mentoring, training, and providing expert knowledge for compliance with Budgetary Policy and Guidelines, Public Law, Financial Management Regulations, DoD and DON policies

  • To improve Management Internal Controls (MIC) I created the 'Justification of 51/49 expense' form to insure DOD compliance in funds execution as well as conducting the Purpose, Time and Amount review that is required of all appropriated funds that are submitted for acceptance or issuance
  • Oversee the acceptance and close out of all incoming and outgoing funding
  • This includes all aspects of billing including partial 2193s, final 2193s to provide status of funds information
  • The research involved in making such determinations include analyzing the data from the ERP Encumbrance reports and DCAS billing history reports as well validating all open accounting invoices have been paid, and that outstanding obligations accurately accrue, posted or have been cleared for de-obligation by Coordinating with Accounting and Contracts Office personnel
  • Responsible for responding to internal and external funding-related data calls regarding annual Reimbursable or Direct Cite receipts by Program Office and all appropriations such as OPN, RDTEN, FMS, SCN, OMN and WCF
  • Other data calls have included determining the annual cost of Material Acquisition Fee’s based on the amount of PR line items and OM&S purchased
  • I’m responsible for coordinating and compiling the direct workload and other budgetary data from Project Managers and incorporating it into the Direct Planning Tool and Overhead Planning Tool for the Department's workload and A-11 budget submissions
  • I report all department projects and overhead funding at all levels of execution
  • This includes development of phasing plans, analyzing workload trends and explaining variances during budget execution, translating past and proposed actions into meaningful and relevant information for use in the management process
  • I support customer/sponsors by assisting in preparation and review of budgets, providing detailed cost reports regarding items such as over-runs/rejects, Sales Order receipts, carryover, and DLH’s
