Performs operational and administrative duties in overseeing the daily operations of the Police and Fire Departments' Communications Center.
KEY RESPONSIBILITIES: • Manages, supervises, assigns, and participates in the work of the Department's administrative and support activities related to Communications Center operations, including personnel, budgeting, capital expenditures, fund management, development of annual plans and objectives, grant writing and applications, and long-range planning to provide optimum support for the department's ongoing operations.
• Ensures the effectiveness of assigned departmental personnel through hiring, managing, supervising, evaluating, and training staff. • Participates in the development and implementation of goals, objectives, policies, and priorities for the department and responsible units.
• Prepares, monitors, and manages the Support Services budget; reviews expenditures, approves, and coordinates major purchases, and works with Finance and Purchasing on department-related financial and purchasing matters.
• Coordinates and manages federal and state grants, including research, writing, and financial reporting.
• Conducts special studies, including research, statistical analysis, and impact studies on administrative, fiscal, and operational issues, as well as laws relating to the development and implementation of administrative policies and procedures, and police operations.
Meets with subordinate supervisors to review policies and procedures, ensure compliance with new and existing state and federal mandates, and implement set directives.
• Coordinates planning and special projects activities with other City departments and with outside agencies.
• Reviews and analyzes automated systems; resolves problems, and makes recommendations on enhancing and modifying systems based on regulation changes, state and federal law, and department needs.
Evaluates, coordinates, analyzes, researches, and manages various contracts, projects, and ordinances involving the department.
• Prepares comprehensive reports, maintains records, and compiles data regarding department activities.
Develops, recommends, and implements organizational or procedural changes for the support functions of the department.
• Interprets departmental policies and procedures for projects and ordinances involving the Department. Serves as an informational source regarding the department's policies and procedures, independently responds to letters and general correspondence, and composes departmental administrative memoranda and other written materials.
• Represents the City and the Department at hearings and public meetings, and makes presentations to the City Council and other public agencies, as required.
• Performs related duties as required. Supervises, directs, and evaluates the work of Communications Dispatchers; prepares weekly duty schedules; approves vacation requests and overtime assignments; conducts briefings; schedules and trains assigned personnel; recommends policy and procedure changes to support efficiency; prepares unit activity reports. 2. Advises subordinate personnel on job-related and personnel matters, provides assistance in improving skills and abilities, and resolves personal conflicts and problematic situations arising out of their assignments; creates a positive work environment. 3. Attends department staff meetings and training sessions; participates in employee development activities as assigned, and keeps abreast of developments or information that would assist subordinates in the performance of their duties. 4. Assures that city and departmental rules, regulations, and procedures are followed; receives and investigates Communications Center-related complaints, and resolves or recommends action regarding the complaint. 5. Serves as the Agency CLETS Coordinator (ACC) with the Department of Justice (DOJ) on matters pertaining to the use of the California Law Enforcement Telecommunications System (CLETS), the Federal Bureau of Investigation (FBI) National Crime Information Center (NCIC), the National Law Enforcement Telecommunications System (NLETS), and the CA DOJ Criminal Justice Databases; serves as the Department liaison with local, county, state, and federal agencies related to communications operations. 6. Ensures staff compliance with DOJ requirements, as well as updates from CLETS, NCIC, and DMV; ensures compliance with mandated state and federal auditing requirements; and ensures compliance with radio agreements, licensing requirements, related laws, and FCC regulations. 7. Develops, coordinates, and conducts training programs; coordinates and oversees the Communications Training Officers program and the training of new dispatchers; and ensures compliance with City and departmental rules, regulations, policies, and procedures. 8. Prepares and maintains a variety of reports, records, and other written correspondence; updates manuals, reference material, and CAD system. 9. Researches and recommends the acquisition of technology and equipment related to the Communications Center; ensures the maintenance of proper operation of phone systems, radio equipment, and other technology related to the Communications Center.
Under general supervision, assists with the supervision of the communications dispatch unit by providing technical assistance and oversight responsibility for ongoing activities, and participates in receiving requests for public safety services and dispatching; and performs related duties as required.

Keeps track of fire and police unit locations and status; maintains constant radio communications with personnel in the field; runs warrant checks on subjects, registration checks on vehicles, and property checks using the Computer Aided Dispatcher System; and relays information and instructions to personnel in the field. 4. Maintains a log of incoming service requests and actions taken; may take criminal reports over the phone; compiles statistical reports; prepares other data and records as directed; maintains files necessary for dispatch; enters information into the computer system; and may testify in court. 5. Trains assigned personnel in job-related techniques and provides relevant information affecting emergency service dispatchers; prepares and conducts periodic training sessions; schedules personnel for training; assigns work tasks; receives and routes requests for leave; reviews work in progress; advises staff on proper procedures, and ensures corrections are made; and advises the supervisor of potential problems and concerns from staff. 6. Inspects equipment to ensure its proper working conditions, and arranges for regular and special servicing. 7. Oversees the department’s data processing functions, ensures the accuracy and timeliness of dispatch reports, and trains operators while ensuring proper and timely maintenance of hardware and software.

Typical duties.
Learn standard operating procedures for sending and receiving radio transmissions.
Receive telephone and 911 calls from citizens, other law enforcement agencies, or fire departments requesting, reporting emergencies, information, and assistance.
Receive calls simultaneously, prioritize them, and maintain the status of each.
Contact appropriate agencies for information and assistance.
Broadcast and receive emergency radio communications, such as 911, ambulance, medical aid, fire, and CHP calls.
Dispatch and maintain the status of Sheriff's and Fire units, utilizing computer-assisted dispatch.
Read and review the California Penal Code, Vehicle Code, Tulare County Ordinances, and Federal Communications procedural manual to learn and identify types and numbers of a variety of violations, understand types and levels of reported crimes and emergency situations, and know clearly radio procedures and broadcast codes.
Conduct various civil defense tests.
Perform clerical functions, including typing, filing, maintaining logs, and tally sheets.

At the Wal-Mart Distribution Center, I held three different positions while I worked for Wal-Mart Distribution. As a label control clerk, I was responsible for breaking down and sorting merchandise by region and area that would need labels in order to be shipped for the day. I separated hazardous material to be handled and shipped separately. Responsible for researching lost labels. Set up workloads for the warehouse daily and handle over 100,000 labels a day. Maintain the work area, which includes supplies and keeping the work area clean, as directed by OSHA and MSDS rules and regulations. I was responsible for training new personnel in this position, and all the positions I held before.
Stocking - Responsible for stocking over 2,000 different items at one time. Accountable for daily inventories, and verifying freight received and shipped out. Ensuring items are properly stored, and a sufficient level of product is on hand. Keep hazardous materials separate, and maintain a safe and clean work area using the clean-as-you-go method.
Quality Assurance - I handle any freight that was sent with incorrect quantities, wrong items, and/or lost merchandise due to vendor error or warehouse error. Responsible for tracking down missing freight, or fixing any freight that can be used; if not, prepare for a sample store. Do monthly inventories on freight. Keep counts of all merchandise.
Receiving and Shipping - Load and unload merchandise onto pallets from trailers. Check purchase orders for correct merchandise received, including checking the count of the cases and opening a case to verify the merchandise. Unloaded and separated into related merchandise, to pallets, in the proper and safe working order.
Order filling: Verify shipping labels for merchandise, pull merchandise, and pack it in a box to be shipped. Responsible for properly packing different items together safely, and utilizing space properly.
