  • Under the direction of the Mayor and City Council, the City Assessor provides leadership and management of the planning, organizing, staffing, direction, and all financial aspects of the department.
  • Develop long-range plans aimed at realizing the City's vision, as identified in the City's goals, department's business plan, and results.
  • Ensure annual assessments meet all state statutes, state-mandated programs, and Department of Revenue requirements.
  • Provides technical and administrative leadership and direction to the department.
  • Establish assessment quality standards by defining the appraising and assessing techniques to be used.
  • Coordinate initiatives with the Department of Revenue, Hennepin County, and surrounding cities to ensure consistency and uniformity in appraisal and assessment methodology across jurisdictional boundaries.
  • Responsible for all assessments and valuations of nearly 130,000 real and personal properties, per state statutory, and industry standards.
  • Make final decisions regarding the hiring of new employees, progressive discipline, and termination, and oversee personnel matters in the Assessor's Office. Allocates and manages human capital based on statutory deadlines, department workload, and staff capacity.
  • Provides timely and in-depth real estate market and assessment reports to the Mayor, Council, Coordinator, and Finance Officer to inform and rely on for strategic City budget decisions impacting taxpayers, businesses, and neighborhoods.
  • Identify strategies and procedures for tax court litigation that reduce the City’s risk of large multi-million-dollar property tax refunds without decreasing appraisal quality, service, or staff performance. Tax court refunds can be significant and negatively impact the City, County, School District, and Park Board funding.
  • Testify at the legislature on assessment laws and procedures. Provide data and analysis to Intergovernmental Relations, the Minnesota Department of Revenue, and state legislators about the impact and application of legislative and administrative bills.
  • Work with City departments across the enterprise on city-wide initiatives that address livability issues like affordable housing, homelessness, capital improvements, community engagement, legislation, and enterprise resource sharing.
  • Responsible for all Community and Media Relations (radio, print, and news): speak at neighborhood meetings, business groups, and with reporters to share assessment information and answer questions, improve community engagement, educate the public, and improve trust with homeowners, business owners, renters, and taxpayers.
  • Advises the Mayor, City Council, Finance, and CPED on major developments that include bond financing, TIF districts, and major projects that may have property tax implications or tax exemptions.
  • Responsible for all budget and financial decisions. Accountable for all contract negotiations, space, and capital improvement projects for the department.
