  • Managed and interpreted the County's personnel policies, rules and regulations for consistency with Board of Supervisors policies, Memorandum of Understanding provisions and legal requirements.

  • Developed, recommended and implemented human resources program strategies and initiatives to accomplish short and long-range planning objectives and recommend administrative, operational and systems improvements to enhance effectiveness and integrity.
  • Handled media relations and prepared speaking points, written correspondence, speeches, staff reports, Board of Supervisors correspondence and other communications for various events, press conferences and other public forums.
  • Advised management, supervisors and employees on the appropriate application of personnel policies, standards, regulations, procedures and practices.

  • Conducted joint labor-management meetings with Service Employees International Union (SEIU) Local 721 and managed labor and contract negotiations, collective bargaining for multiple bargaining units, meet and consults and meet and confers with SEIU and hear grievances for uniformed personnel.
  • Administered and coordinated departmental advocacy operations and activities, ensured the appropriate preparation and presentation of cases involving department disciplinary actions and charges of discrimination which may be appealed to the Civil Service Commission.
  • Administered department-wide performance management program within the framework established by the Countywide Department of Human Resources.
  • Acted as liaison with the staff of the Department of Human Resources on appeals on ratings, actions to discharge or reduce probationers, evaluation procedures and procedures for reporting ratings.
  • Oversaw and verified processing of all departmental personnel transactions, including new employee intake, employee transfer and reassignment, family leave, overtime, leave of absence reinstatements, restorations, lay-offs, and other similar personnel actions.
  • Coordinated all special events for the department including service award ceremonies, employee recognition, holiday observations, Bring Your Child to Work Day, etc.
  • Optimized workforce planning strategies to align staffing levels with business needs efficiently.
