ROLES AND RESPONSIBILITIES

• Monitoring HSE Compliance: Ensuring strict adherence to the project-specific HSE Management Plan and client HSE requirements during routine site visits and construction phases. Review and verify the implementation of new HSE control measures to ensure sustained compliance in high-risk offshore environments.

• Corporate HSE Performance Oversight: Executing corporate-level HSE performance activities, including the formulation of leading and lagging indicators, comprehensive risk assessments (as per QP HSE RAM), incident and near-miss reporting, and the timely close-out of HSE audit findings to drive continuous improvement.

• HSE Management System Implementation: Administering Integrated Management System (IMS) components in alignment with ISO 45001 (OHSMS) and ISO 14001 (EMS) standards. Overseeing core system requirements including controlled documentation, non-conformance reporting (NCR), training management systems, and emergency preparedness protocols.

• Strategic Alignment with Corporate Policies: Ensuring HSE monitoring, implementation, and reporting processes align with client corporate HSE policies, senior leadership expectations, and the overarching business risk management framework.

• Execution of Routine HSE Operations: Conducting daily HSE field activities such as:

• Implementation and verification of Job Hazard Analyses (JHAs) and associated control measures.
• Supervising Permit to Work (PTW) systems for hot work, confined space entry, excavation, working at height, and lifting operations.
• Facilitating Toolbox Talks (TBTs), pre-task briefings, and daily site walkthroughs to ensure operational readiness and hazard awareness.
• Verifying the operability and strategic placement of fire suppression systems, gas detection monitors, and emergency response equipment.

• Performance Reporting: Preparing and submitting detailed monthly HSE Key Performance Indicators (KPIs), subcontractor HSE performance dashboards, and incident statistics to the Project Manager, Construction Manager, and Client representatives.

• Site HSE Support: Providing technical HSE guidance to field supervisors and construction leads during critical operations. Conducting follow-ups on identified unsafe acts/conditions and participating in HSE campaigns and initiatives.

• Incident and Emergency Management: Supporting incident investigations in accordance with procedures. Ensuring accurate classification and timely notification of incidents under the client reporting protocol.

• HSE Legal and Procedural Compliance: Monitoring the implementation of HSE objectives, targets, and ensuring strict adherence to applicable QatarEnergy legal HSE requirements. Ensuring full compliance with statutory obligations and regulatory frameworks relevant to offshore oil and gas operations.

• HSE Training & Competency Development: Administering and updating the HSE training matrix. Ensuring all personnel hold valid and role-appropriate certifications (e.g., H2S, Confined Space, BOSIET, Work at Height) as mandated by project/client standards. Coordinating induction programs and refresher courses in collaboration with approved training providers.

• Emergency Response Planning & Drills: Execution of periodic emergency drills (fire, toxic gas release, confined space rescue, evacuation). Ensuring alignment with the Emergency Response Plan (ERP) and verifying that all personnel are trained on their emergency roles.

• Gas Hazardous Area Monitoring: Conducting atmospheric testing using calibrated multi-gas detectors (LEL, H2S, O2, CO) before and during work in gas-prone areas. Validating gas testing logs, ensuring ventilation adequacy, and enforcing safety measures in line with confined space entry protocols.

• Site Inspections and Audits: Performing regular internal HSE inspections and preparing close-out reports for client HSE observations, environmental audits, and corporate-level HSE audits. Monitoring implementation of audit action plans.

• Environmental Compliance and Reporting: Preparing and submitting Environmental Monitoring Reports in compliance with regulatory standards and project-specific Environmental Management Plans (EMP).

• Client Interface and Coordination: Acting as the liaison between site operations and the Client HSE team. Facilitating joint HSE inspections, training programs, and participating in HSE review meetings and coordination forums.

• HSE Communication and Engagement: Participating in daily, weekly, and monthly HSE coordination meetings. Disseminating key safety alerts, lessons learned, and best practices to all workforce levels to strengthen the offshore safety culture.

• Implementing HSE requirements at all project levels, including PTW, where necessary.
• Liaising with the client on HSE matters.
• Maintaining and updating HSE reference standards and legal documents.
• Developing job-specific hazard analyses for all activities.
• Identifying, recording, and following up on near misses, with corrective actions.
• Analyzing trends in accidents, incidents, and near misses to implement preventive measures.
• Participating in incident investigations, and sharing key learnings.
• Maintaining records of inspections, toolbox talks, and ensuring easy retrieval.
