As Business Manager of Liuna Local 783 responsibilities included managing staff of 7, 3 field reps, 2 office admin employees, 1 Laborer's Union apprentice coordinator, 1 Laborer's PSW Union Organizer also met on a weekly basis with CCC Labor Compliance officer assigned to Local 783.

Duties also included serving as President/ Political captain of Local 783 political action committee small contributor PAC as such I along with fellow 783 Executive board PAC members interviewed political candidates running for municipal, county and state political offices seeking endorsement of 783 PAC. I along with fellow 783 PAC members with the assistance of 783 member volunteers both active and retired manned 783 PAC GOTV program.

During my tenure with Liuna Local 783, I was either appointed or elected to the following positions; Officer/ Delegate to the SCDCL, Delegate LIUNA International Conventions, LIUNA International union sub committee of organizing, Delegate Riverside & San Bernardino County's CLC- AFL-CIO, President/ Delegate Riverside & San Bernardino County's Building Trades, Labor Trustee Laborer's Training Fund, Labor Trustee Laborer's Pension Fund of Southern California, San Bernardino county WIB board member, Commissioner California Building Standards Commission, Renewable Energy Committee Laborer's Training Fund,

Journeyman Construction Craft Laborer

Devils Canyon Power Plant expansion was employed as construction craft journeyman laborer/ 783 jobsite steward, was initially assigned to pipe laying crew. Crew consisted of 6 personnel 1 Local 12 Manitowoc skyhorse crawler crane operator, one Local 12 oiler, one Local 783 pipelaying foremen and three Local 783 backup men laborer's. Pipe laying crew installed 1/2 mile of Ameron Verticast 144 " high pressure concrete steel reinforced pipe each pipe segment weighed 50 tons.


Upon completion of pipe laying installation, I was assigned to the general service construction site crew at Devils Canyon project. Crew consisted of one Local 783 Laborer Foreman and 2 Local 783 Construction craft journeyman laborer's. Duties included a myriad of different construction site services can explain duties and tasks during oral interview.

Journeyman Construction Craft Laborer

Vance Corp.
07.1992 - 07.1993

Was employed as construction craft laborer on Caltrans 60 freeway off ramp on ramp retrofit project at various locations 215 freeway east to Perris Blvd in preparation for the construction of the Moreno Valley Mall.

A total of approximately 20 construction craft's were employed during the build comprised of carpenters, laborer's, operators and teamsters.


Duties included demolition, traffic control, installation of k-rail, installation of crash barriers, grading and excavation,guinea hopper on grading crew, asphalt paving, concrete paving, installation of gawk fence, also was assigned to pipe laying crew.

Pre-Stress Manufacturing Plant Laborer/Shop Steward

The Niobrara River Company Division of A.T. Curd

Employed as Production Plant Pre-Stress Laborer/ Shop Steward. Was assigned to the rebar structural steel tying crew for the duration of my employment. The Niobrara River Company Rialto Plant was assigned the task of producing pre-cast and pre-stress concrete members and beams for the MGM Grand Casino and Hotel Parking Structures located in Las Vegas N.V.


Duties included laying out structural steel rebar reinforcement cages per engineers drawing, tying rebar cages, rebar cages were later inserted in pre fab metal concrete forms by others, others would place 1/2 low lax strand in form then stress to proper kips via pneumatic hydraulic ram. Concrete crew would finish installation process then pour concrete into forms and apply final finish, once concrete finish procedure was completed then steel tying crew would assist concrete crew with pulling curing tarps and place same over concrete forms to insure proper curing of pour.


As shop steward would initiate grievance procedure at step one of grievance procedure, would stay in constant contact with Local 783 field rep and report all member concerns and report all comments and concerns to the union.

Advanco Construction Craft Laborer

The SWAPA Colton California purple water project involved connecting the San Bernardino Ca sewer treatment plant to the Colton California sewer treatment plant via a 12" HDPE pipe line. Those two facility's were then connected to the SWAPA water filtration plant that Advanco constructed on Agua Mansa Road.


I was assigned various task's and worked with a number of crews while employed at the SWAPA project including the HDPE welding crew,HDPE pipe laying crew. HDPE pipe backfill crew. Mechanical pipe installation crew. Grading and excavation crew. Concrete crew. PVC pipe crew, assembled PVC pipe in newly constructed water flow monitoring station installed gauges to monitor water flows that were sent from above mentioned sewer treatment plants that were later injected into settling ponds constructed by Advanco.

Journeyman Construction Craft Laborer

The Devils Canyon Hydro Electric Power Plants nationwide is ranked #38 of 1373 in terms of annual net electricity generation and generates 276 MW of power on a annual basis. This initial phase of a 7 year project involved involved removing approximately 7 million cubic yards of material in order to install 144" penstock pipe, construct and add an additional two turbines as well other appurtenant structures and pipe lines.


I was assigned a number of tasks, I initially was assigned to work with the traffic control crew. Duties included managing traffic stop/ scraper crossing with one other laborer on Devils Canyon Road. At times 60 scrapers and 6 Cat Wagons and 6 Euclid Scrapers were on line hauling excavated material from cut to fill, subsequently assigned to work with the grading and excavation crew where I worked along side dozer hands, as a dump man. my duties included were to direct Cat Wagons and Push Pull scrapers via hand signals where to dump material in fill. Also as part of a five man crew installed storm drain at various locations on jobsite also installed multi plate culverts in multiple locations.

Manufacturing Plant Pre-Stress Concrete Laborer

Tanner Companies TPAC Division.

TPAC Etiwanda Ca. Pre-Cast Pre- Stress Concrete Plant was a major manufacturer of Pre-Cast and Pre- Stressed Concrete products in Southern California and Southern Nevada.


I started my employment as a new hire at TPAC with zero experience as a pre-stress concrete laborer with the help of more experienced fellow union brothers as well as company training I rose through the ranks to become leadman in two different departments I-Girder and Double-Tee lines.

Duties included supervising crew of 5, reading blueprints, preforming layout of Ted Nelson engineered pre fab metal forms, stressing low lax cable strands ,laying out steel reinforcement rebar cages, tieing rebar cages, placing rebar cages in form, plumbing and squaring forms, placing and vibrating concrete in forms. Once pour was complete would assist crew with placing tarps over concrete pour then open steam valve to steam line that ran parallel to concrete form to ensure initial cure of concrete pour, Poured concrete product had to reach 4000 psi in order to be released by onsite QC department for striping following morning of concrete pour. Prior to stripping of pre-stress concrete out of form pre stress cables had to be cut by utilizing oxy acetylene torch where cables attached at either end of stressing abutment.


Notable projects during my tenure at TPAC ; NFL Rams Anaheim Stadium seating TI rehab project, converted Anaheim Angels baseball park to football stadium. LAX parking structures in perpetration of the 1984 Olympics. I-Girders for Heavy Highway contractors that constructed bridges throughout southern california at numerous locations for Cal Trans. Box Girders for grade separations Santa Fe Railroad.

Manufacturing Plant Laborer

Grefco Inc.
11.1977 - 03.1978

Grefco Inc. was a paper based/perlite commercial roofing manufacturing plant which employed approximately 40 employees a two shift operation.


I started my employment at Grefco as a general laborer assigned to the finishing end of the plant. As general laborer was assigned to booker area responsibility's included ensuring product quality at that work station. In a short period of time I was promoted to down stacker/ laminator machine operator. Down stacker/laminator machine stacked and sometimes as production orders required laminated insulation in order to achieve greater thickness also sorted insulation as it traveled down the production line. Lamination process required mixing a vegetable corn starch based glue along with a microbial agent to prevent microbes and insects from compromising finished product.


As needed would assist entire finishing end crew to help extinguish fire in that sometime would occur in 8 deck oven oven that measured approximately 20 feet high by one city block long after fire was completely extinguished would assist with clean up effort. At end of year two week shut down period would assist maintenance mechanics with annual maintenance through out various locations at plant.

Was founding member of the south Fontana boxing club competed at 118 lb. bantamweight division open division was crowned 1974 Southern Pacific AAU Bantamweight Champion tournament held at Cal State Fullerton.

1975 Coaches Boxing Association Diamond Belt Champion tournament held at The Olympic Auditorium Los Angeles Ca.

1976 U.S. Boxing Team member USA vs Mexico International boxing tournament held in Mexico site of the 1968 Olympics.

Attend St. John XXIII Catholic Church in Fontana Ca 44 year member of parish prior was registered at St. Mary's Catholic Church in South Fontana.


Married 47 years to wife Griselda Sierra ( high school sweet heart) 5 children 4 boys one girl. Richard III. Anthony, Melanie,Steven, Albert and 7 beautiful grand children. Richard IV. Sakura, Alyssa, Hoshi, Rai Rai, Nathen and Kizzy.


Enjoy camping fishing hiking just about anywhere but especially the high Sierra.


Enjoy target shooting trained in use of 38 revolver, 9 mm and japanese sniper rifle.


Being a former boxer I exercise Mon-Friday regimen includes warm up then 5 mile walk run, shadow boxing, speed bag and heavy bag etc.
