Robert Baker

• As the Director of STARBASE Arkansas, I provided strategic direction and oversight for all organizational functions, including program development, financial management, and staff supervision. I successfully stood up a new DoD STARBASE program within four months, developed and implemented organizational policies and procedures, and established key partnerships with community organizations and educational institutions. My role also involved conducting strategic planning with military leadership, overseeing program evaluation and curriculum development, and leading public relations and media activities. Additionally, I was responsible for budget management, staff training, and ensuring compliance with DoD requirements.

As the sole Traffic Manager on staff I was responsible for evaluating all policy from a transportation lens. I participated in several working groups to rewrite regulations, plan deployment tasks to participate in exercises and conduct site visits at the aerial ports.

• Traffic Management lead for working groups and continuous improvement events.
• Developed Transportation mission parameters for AMC's largest military exercise, operated within $1.3 million budget, and evaluated/coached participants.
• Authored inspection playbook and conducted inspections for traffic management offices on several bases for the Inspector General.
• Evaluated and updated Tactics, Techniques, and Procedures for Air Transportation of DOD cargo.

Managed cargo moving through the Defense Transportation System for Little Rock AFB. Oversaw warehouse operations and developed individual training plans.

• Frequently evaluated processes for compliance under the Inspector General-led inspections.
• Oversaw all Cargo Movement procedures and personnel and led weekly staff meetings to teach updated policy and instructing standards.
• Utilized web-based records management to ensure personnel met training requirements and progressed in the knowledge base.
• Directed short-notice movements in support of the President of the United States.
