  • TACOM LCMC consist of24 staff organizations and business partners
  • Each organization is required to have a primary and alternate COOP Action Officers (CAOs)
  • The LCMC also has6 depots and arsenals
  • Depots reset equipment (return to new condition) and arsenals manufacture equipment
  • For the past7 years, I have with the support of others maintained the COOP base plan and all support and internal annexes, which require2 year review and signatures by regulation
  • Each annex submitted is reviewed for completeness and recommend changes as necessary
  • Also required are quarterly COOP work group meetings with CAOs
  • TACOM conducts every other month, to which requires documented meeting notes and attendance rosters
  • As a HQs, guidance and assessments of the COOP and Emergency Management programs at the depots and arsenals are required every two years or during Change of Commands
  • I conducted approximately80% of these assessments during the last9 years

  • Personnel have to know how to respond to emergencies
  • If not, they will not be able to continue your business mission to support staff and customers
  • As above, each organization has to have their own emergency action plan (EAP)
  • The plan has to address emergencies and response action reasonable expected to affect their area
  • Test, training and exercise are conducted annually for both COOP and Emergency Management
  • Homeland Security Exercise Evaluation Program (HSEEP) is used to conduct an after action report and improvement plan
  • I have prepared the last three year documents and review the information with CAOs during work group meetings
