  • Responsible for the annual capital plan
  • Oversee all property improvement and construction projects
  • General supervision over the administration of the Authority's business and affairs subject to the oversight of the Authority's Board
  • Ensure proper management and maintenance of all housing developments within the Authority's jurisdiction
  • Maintain care and custody of all funds including bank deposits and oversee accounting books, expenditures, and all cash receipts
  • Prepare the annual budget within budget guidelines for review and approval by the Board as well as the Department of Housing and Community Development (Now EOHLC) as well as operating statements and financial reports and submissions
  • Prepare project status reports and any recommended policy changes for the Board
  • Selection of tenants, the drawing and signing of leases, and the use of legal actions as required by state regulations and guidelines
  • Negotiate contracts and make purchases in accordance with Board approved procedures
  • Ensure that all developments are operated at a high level of livability and appearance cost-effectively
  • Oversee recruitment, hiring, and supervision of all employees

  • Somerville Housing Authority grew to be the tenth-largest housing authority in MA during the appointment period
  • Oversaw 1500 conventional units and over 1250 section eight voucher certificates
  • The SHA workforce of ninety-eight employees, represented by four collective bargaining unions, and responsible for twenty scattered federal and state-subsidized developments
  • The annual budget was more than twenty million dollars
  • The SHA has been consistently rated as a high performing authority by both DHCD and HUD
  • Worked as a team to create policies for effective fiscal management and ensure the integrity of internal controls to prevent fraud, mismanagement, and discrimination
  • Oversee and approve budgets, expenditures, annual and five-year PHA, long-term capital improvement plans
  • Coordinated with capital improvement team to plan, design, develop, for modernization of two million annually
  • Other projects include new modular midrise, stick-built low rise, and historic renovation of tax credit properties exceeding forty million dollars

SHA CAPEN COURT CORPORATION

  • The redevelopment of Capen Court represented one of the first examples in which so-called 'mixed financing' has been used to create a major overhaul of state public housing
  • Funding for the $20-million project was obtained through the Massachusetts Department of Housing and Community Development (DHCD), the City of Somerville, and a collaboration of public and private investors including the Bank of America, Massachusetts Housing Partnership, MassDevelopment, Boston Capital and Century Bank
  • The expanded Capen Court is built on the site of the old 64-unit SHA Capen development and the grounds of the former Conwell School
  • The eight-building outmoded original SHA campus was razed years ago to make way for the new four-story brick development
  • The opening of Capen Court also marked the start of the area's first Continuing Care Community, a partnership between the Somerville Housing Authority and the Visiting Nurse Association of Eastern Massachusetts
  • The four-story Capen - which offers affordable housing for active seniors with supportive care services as needed - is located next to the 99-unit Visiting Nurse Association Assisted Living Facility
  • With a distinctive second floor interior walkway linking the two buildings, Capen residents are able to easily access VNA services and dining rooms as they need them
  • Capen Court was one of the first two LEED Certified Gold Buildings in the area

  • Converted of an old industrial building (former home of Bonney Automotive and Contracting) in Medford to new luxury apartments
  • First rezoning the area from industrial to residential, then working collaboratively with GLX, MDOT and the city of Medford allowed us to convert this area into a transit-oriented development
  • The new designation allowed for the site to develop forty-two LEED Certified units
  • Currently, the new complex includes forty-two apartments ranging from 620 s/f to over 1,000 s/f
  • With twenty-two one-bedroom and twenty-two-bedroom apartments, next to Green Line Station
